Biden's Economic Achilles' Heel

Inflation is rapidly turning into President Joe Biden's Achilles' heel. In the midst of an economy that is by every other measure booming, inflation remains the unsolved problem that affects all Americans at the grocery store, at the gas pump, and at the used car lot. Unlike more esoteric economic indicators, people see inflation's effects very directly, as they pay more for basic supplies every week. This represents an enormous political problem not just for Democrats but for Joe Biden personally.

As always, I have to begin with a standard caveat. Presidents always get a lot more credit for economic good times than they usually deserve and a lot more blame when economic times get rough than they are really responsible for. But those are the rules of politics, and they apply pretty equally to whomever happens to be sitting in the Oval Office. No president has a giant lever marked "The U.S. Economy" that they can shove forward or back to either heat things up or slow them down. Their influence is a lot more limited and indirect than that.

Add to this the unprecedented nature of the pandemic we all may (finally!) be emerging from, and economic indicators since 2019 (pre-pandemic) have been so all over the map that conventional economic wisdom has been proven wrong over and over again. Whenever you hear "economic indicator X is up Y percentage points from this time last year," consider where we were at this point last year. Vaccines were scarce, lockdowns were in effect, it was in no way any sort of "normal baseline" economy. And yet, that's the way annual figures work; they take the baseline of a year ago and measure against it. It would probably make more sense to measure current conditions against this point in 2019, but that's not how the economic formulas work.

But all of that is purely academic, especially when it comes to the political story being told by politicians and the media about the economy. Which is the real problem for Biden. Inflation has been hitting 40-year-highs for months now, and nobody has any real clue when the end will be in sight. The economic models show it should be coming down, and economists are mostly sanguine that it'll drop to around three percent by the end of the year. But right now it's at 7.5 percent, and it's been historically high for a number of months now.

That is the story. That is what the media is talking about. And that's a real problem for both Biden and the Democrats, heading into a congressional midterm election year.

President Biden has appeared slow to react to the problem. Initially he stood behind the economists' predictions that this would be a temporary blip caused by first the Delta variant of COVID-19 and then by Omicron. These predictions still may come to pass -- we are only just now emerging back into some semblance of a normal economy. With the rapid decline of the Omicron wave, people are going back to work, masks are coming off, and a lot of the other disruptions in everyone's lives are going away as well. That means the February numbers should be a lot less impacted by the pandemic than the numbers for the past few months. This is a worldwide phenomenon as well -- factories in China and other countries that had been closed due to Omicron should now be coming back online, or about to do so. This could alleviate the shortage of basic computer chips that are now included in just about every consumer item out there above the technological level of hammers and ladders. In particular, this could help the automobile industry get back to normal -- which would have the spillover effect of calming down the used car marketplace. Those two things are big drivers of the current inflationary spike, so if they ease it could have a dramatic effect on the monthly numbers.

Of course, that's assuming the Canadian border gets reopened so the car companies in the U.S. and their suppliers in Canada can have a steady flow of parts across the border again. But that's a separate (and, more likely, a more temporary) problem.

Biden did make decisive moves to try to solve the underlying supply chain issues, right before the Christmas shopping season. Those efforts have been slowly paying off, but he hasn't really shown the same urgency over the inflation issue. It's easy to understand why -- there are only a limited number of things he can even do to affect inflation. The Federal Reserve raising interest rates may be the most dramatic step, but that's not something the White House is even supposed to influence.

Biden has been giving the issue a little more lip service and generalized attention since about December, to be fair. He's called in many big companies' leaders for personal meetings, he's threatened antitrust investigations against some industries (the meat-packing industry, in particular), and he's issued a few statements trying to empathize with people's pain at the cash register.

Biden and his team know there is simply no easy answer -- no magic solution that will make inflation evaporate with the morning dew. This makes it harder for Biden to appear decisive and on top of the problem, obviously. They'll probably hold a few more high-level meetings with industry captains and Biden will probably address it more often when he publicly speaks, but there really isn't all that much more he can do. There just is no magic bullet available.

Biden and his fellow Democrats really need a good inflation number next month. They really need to see inflation going down and not further up. If they can tell people it was indeed temporary and due entirely to the pandemic and point to inflation easing, then the public may wind up giving Biden the benefit of the doubt, and chalk up high grocery prices among all the other depravations during the pandemic era. If no new variant rampages across the country in the meantime, by summer people will have largely put all of the pandemic era thinking squarely in the past.

But if inflation continues to stay high (even if it does not keep increasing) then Republicans are going to continue to hammer Democrats on the issue. Right now, it's about the most potent real issue (as opposed to the myriad culture war issues they raise) they have left to hit Biden on. If masks and vaccines and mandates are all things of the past by summer, then that robs the GOP of a large part of their campaign strategy, because harping on about what happened in 2020 and 2021 is not going to impress many voters. But if inflation is still high, then Republicans can paint the entire economy as a disaster (which is simply not the case) and use it as a political bludgeon against just about the entire Democratic agenda.

The overall economy can be incredibly strong and it won't matter politically at all to the Democrats' chances at the ballot box. Because one Achilles' heel can negate all that other strength.

    But the current inflation is a weird one. Sure there is inflation by running up our collective credit card but there is also a lot of bad business decisions and bottlenecks caused by COVID. The automakers dug their own grave. They cancelled too many of their chip contracts while at the same time the chip fabs are in high demand. What, you want to cancel your order, OK we got tons of demand. Oh, you need chips? Well, we gave your slot to someone else, next slot 14 months. Lumber has gone through the roof but there is a large back log of logs. It's all mill capacity. They cut back production and took downtime. Some due to COVID some just not reading the market. Much of the increased shipping costs have to do with poor global container management. Oil is just returning to normal but after a couple of years of artificially low fuel costs and huge reduction in driving, the normal cost of fuel hurts.

    Some of this is theoretically fixable by the president. A lot of it is global and out of his control. And some of it Biden is actively trying to fix but won't see benefits for another couple of years...
