		<description><![CDATA[<p>Yesterday, House Democrats <a href="http://www.chrisweigant.com/2010/03/10/banning-earmarks/">put an opening bid</a> on the table in the political game of banning earmarks -- all for-profit corporate earmarks would not be allowed in the budget appropriations bills this year (or possibly longer).  Today, House Republicans raised the stakes by proposing a ban on <em>all</em> earmarks (although only specifically for "this year"), and not just the ones directed towards for-profit entities.</p>]]></description>

		<description><![CDATA[<p>House Democrats, led by Appropriations Committee Chair David Obey and Defense Appropriations Subcommittee Chair Norm Dicks, have just announced that for the upcoming budget, no earmarks will be allowed which are directed to a specific for-profit company.  This will ban the practice of steering Pentagon money to singled-out companies in individual districts -- which are essentially no-bid contracts outside the Pentagon's fiscal control.</p>]]></description>

This is somewhat of a coincidence, since today I will be taking care of some previous commitments in the non-online world and will be too busy to write a new column.  So I went looking for an old column on healthcare reform, just to see where we were a year ago.  I read a few columns from last March, and picked one out on not just healthcare reform, but the concept of reconciliation in the Senate. 		<description><![CDATA[<p>Phelps is in the news today because a Maryland family brought a lawsuit against Phelps, seeking damages for Phelps' actions at their son's funeral, and the U.S. Supreme Court has announced it will hear the case's appeal.  By doing so, they open up the door to refining what is and what is not acceptable speech allowed under the First Amendment to the Constitution.  While the Supreme Court may instead rule much more narrowly (on the case itself, without addressing the free speech issue), the question is worth discussing: should what Phelps does be legal?</p>]]></description>

Which is enough of a reason for us to optimistically look into the future, here.  So we are going to open the betting for when Rahm Emanuel will exit the White House.  Or, to be more accurate, when he will announce his exit.  Because we're just going to assume (for the fun of it) that if Rahmbo's already covering his tracks by attempting to cast history over-favorably toward himself, then his exit can't be all that far ahead.  To be followed, as is usual, by signing a book contract worth at least seven figures.  Rahm was said to be interested it running for mayor of Chicago at one point, but whatever excuse he ultimately uses, we're taking bets on the actual date Rahm announces he is leaving.</p>]]></description>

		<description><![CDATA[<p>I'm going to start off today's column with a chart.  I'm doing this for several reasons, not least of which is the fact that it's a really good chart.  It is simple, easy to read, and involves very little mathematics (meaning it is accessible to a very wide spectrum of the American public).  And it is a very effective way of presenting the facts, free of media spin.  The chart comes from the White House, and shows the monthly number of jobs lost for approximately the past two years. 		<description><![CDATA[<p>President Obama has recently announced a health reform summit, to take place across the street from the White House, with the C-SPAN cameras rolling.  He's invited Democratic and Republican leaders from Congress to this summit.  Many cynics have dismissed the effort already, either pronouncing it less than worthless, or calling it some form of political Kabuki theater which will do no good.  I think these pronunciations (especially the latter one) are a bit premature, to say the least.  Because either on a substantive level or a political level, I think there actually is a chance for some limited success for Obama in this exercise.</p>]]></description>

This alignment has occurred not in favor of some issue or another, but rather against a certain movement: the Tea Parties.  Both the Serious Persons in the media, and pretty much the entire Left, have agreed that the proper thing to do with the Tea Partiers is to mock them, in the hopes that they'll go away soon.  This, I fear, is a mistake, and it could be a costly one indeed for the Democratic Party.</p>]]></description>

		<description><![CDATA[<p>It is significant, to me at least, that President Barack Obama's true first anniversary in office is about to be overshadowed by a special election to fill a Senate seat in Massachusetts.  Think about it for a minute -- Obama's milestones have been obsessively tracked by the media, with countless stories about his "first 100 days" in office (and even quite a few on his "first 50 days"), lots of followup "second 100 days" articles, and then a truly bizarre paroxysm of stories on the anniversary of his election night.  But as we approach the real milestone, tomorrow at noon (East Coast time), any "first year" stories are likely to be buried beneath microscopic analysis of whatever happens tonight in the Bay State.  This is a stunning turnaround from not just a year ago, but from a few months ago.  And, as I said, it is significant, because many are now left wondering: how did we get here?  How did Obama get to the point he occupies now, from where he was a year ago?</p>]]></description>

Reid has a few political options now, none of which have much to do with what he said to a reporter during the 2008 presidential campaign: he can stick it out, hoping for an upset victory which would allow him to remain Majority Leader; he can step down from the leadership position, campaign as just another senator in the midterms; or he can announce he will not be running this year, and give another Democrat a shot at his Senate seat.  My preference would actually be for that last one, but my political instincts tell me that he'll run and not step down from his leadership spot, choosing instead to "tough it out," and hoping that he can spend enough during the campaign to convince Silver State voters to send him back to Washington.</p>]]></description>

		<description><![CDATA[<p>Democrats should realize, by this point, that they're going to have to reposition themselves a bit if they stand any chance in next year's midterm congressional elections.  Fortunately for them, there are two issues out there just begging for exploitation.  The first is the Republican Party, who has <a href="http://www.huffingtonpost.com/2009/12/28/republicans-poised-to-run_n_405263.html">reportedly decided</a> they are going to run next year on taking something away from voters which Democrats have given them -- the healthcare reform bill.  And the second is a little-noted bill introduced a few weeks ago by Senators Maria Cantwell (D-WA), John McCain (R-AZ), and Russ Feingold (D-WI), which would bring back a chunk of the banking regulations passed in the Great Depression known as "Glass-Steagall."  Together, these two issues present an opportunity for Democrats to reap some of the populist anger brewing out there in the electorate.</p>]]></description>

		<description><![CDATA[<p>These days, it takes 60 votes to do just about anything in the United States Senate.  That is a fact that galls many, especially since it is a fairly recent development.  While the filibuster (or, the more polite modern version, cloture) has been around for a long time, it simply has not been used as such a blunt instrument before in the fashion Republicans are now swinging it around.  Which has led to calls to either abolish the filibuster, or scale it back in some way.  But proponents of such action should really think long and hard before they do.  Because, eventually, the shoe's going to be on the other foot for Democrats in the Senate.  This is something which usually gets lost in this debate, or brushed off when mentioned.  It really shouldn't, though.</p>]]></description>

Franken, sitting in as the guy with the gavel running things in the Senate, was asked by Joe Lieberman for a few more moments (over his 10-minute limit) to speak, by "unanimous consent."  Franken, who later said he was just doing what he was told and keeping a strict 10-minute limit, told Lieberman most emphatically "No," and that he -- in the role of senator -- objected, and Lieberman needed to, essentially (Franken was not this blatant), "sit down and shut up."</p>]]></description>

Unfortunately, details of this compromise have not been officially announced, and Harry is waiting to get numbers from the Congressional Budget Office (C.B.O.) before releasing the text.  So, while an accurate assessment of the bill is impossible at this point (since it's like trying to nail smoke to a wall), we can at least begin to look at what is taking shape, based solely on the <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/12/08/AR2009120804388.html?hpid=topnews">rumors and leaks</a> in the press so far.</p>]]></description>

Voices from the left and right (for different reasons, of course) are decrying the president's decision as not what they wanted to hear.  Hard-liners are attempting to score political points, from both sides of the aisle.  But when you strip away the heated rhetoric, what remains?  To me, the core question becomes: "Is Obama's new policy a good thing or a bad thing, and does it have a chance of working?"  OK, that's really two questions.  And, for now, I think the answer to both is: "Maybe."  Maybe, and then again, maybe not.</p>]]></description>

		<description><![CDATA[<p>For those of you not conversant in the language of gambling, allow me to explain.  When you have a good poker hand you start raising the betting until, at some point, you are said to be "pot committed."  This means you've invested such a major portion of your available chips in that hand's kitty (or "pot") that folding is no longer an option for you -- because it would leave you too weak to effectively continue playing.  But if another player is equally as confident about their hand, a bidding war will ensue.  And, at some point, you just decide the heck with it and push all your chips into the pot.  You know that if you lose this hand, you'll effectively be sidelined in the game anyway, so you might as well win as much as you can in the current pot... if the cards turn up in your favor.  That's a big "if," though -- because if you lose, you're out of the game.  It's a bold and risky move, but one that can pay off in a big way.</p>]]></description>

		<description><![CDATA[<p>Attorney General Eric Holder has caused an uproar in some circles over his announcement that the self-confessed "mastermind" of the 9/11 attacks, Khalid Sheikh Mohammed, will be tried in federal court in New York City, mere blocks from where the World Trade Center's twin towers once stood.  To be honest, I was surprised this was even controversial, for a number of reasons most people (on either side of the issue) have largely ignored.  Today I will examine two of these, and tomorrow I will take on the biggest elephant everyone seems to be missing in this particular room.</p>]]></description>

		<description><![CDATA[<p>The struggle for healthcare reform is not going to end this year.  By saying that, I am not breaking any news about Harry Reid or the Senate, or even about the chances for passage of any particular bill or healthcare reform scheme before New Year's Eve -- rather, I am urging people to take a step back and view healthcare reform from a much bigger-picture point of view.  Because whatever passes is not going to be the final word on the subject.  As with almost any sweeping social legislation, it's going to take a few revisions before we get it right.  Perfect bills almost never pass.  The more normal course of events in Washington is that compromises pass, and then are strengthened later on.  Healthcare reform should be viewed in the same way.</p>]]></description>

Unfortunately, while they do present their case, they also undermine it by cheating a bit with the statistics themselves, and a very selective process for choosing which numbers to examine.  Meaning the only answer we can adequately take away from the article is: "possibly."</p>]]></description>

		<description><![CDATA[<p>It must be a little hard to understand, for anyone reading this under the age of about 30 or so, the significance of the fall of the Berlin Wall 20 years ago.  Because one event has become historical shorthand for an immense change in the dynamics of not just our country, but the entire world.  We've all seen the pictures of an exuberant crowd at the Brandenburg Gate (or "Checkpoint Charlie"), seemingly tearing The Wall down with their bare hands.  But it wasn't just one wall, or one city, or even one country that the events in Berlin were changing -- it was the entire political makeup of the planet.  Because the fall of The Wall signified the fall of the Soviet Union, and an end to the Cold War.  And while this was of enormous historical import, I fear that future generations won't really pay much attention to it.  Truth be told, I can already feel it slipping away in the American consciousness.  Which, while I understand the impulse, I still think is a shame.  Because as the Cold War is forgotten, passing into the dusty pages of children's history books, we run the risk of forgetting some of its lessons.</p>]]></description>

		<description><![CDATA[<p>The phrase "weighing in" has changed over time to mean something along the lines of "adding the weight of your opinion to the discussion."  But it's really more apt to look at it from the perspective of boxing, in this case.  The weighing-in before a big fight is literally where the two fighters step on the scales so everyone can see what they weigh.  Now, before I get in trouble for suggesting an image of the rather diminutive Nancy Pelosi on a scale to your minds, in this metaphor the <em>legislation</em> which Speaker Pelosi just released is what is actually on the scale.  Pelosi, in this mental image, is the promoter in the background talking up the virtues of the prizefighter on the scales.</p>]]></description>

		<description><![CDATA[<p>Tomorrow is the internet's fortieth birthday.  Its creators are even <a href="http://www.google.com/hostednews/afp/article/ALeqM5hT_JTmvX3eD5DsLVwKb6ex0tursg">throwing it a birthday party</a> at the University of California, Los Angeles, the origin of the first message ever transmitted over what we know today as "the internet," on October 29, 1969.  If you're wondering what the first message ever transmitted was -- the digital age's "Come here, Watson," statement, as it were -- it consisted of two letters: "LO."  It was actually supposed to be "LOG," as in "LOG IN," but the receiving computer crashed after receiving just the first two letters -- not a very auspicious beginning, it must be admitted.  Still, for poetic reasons, "LO" seems pretty apt: "Lo!  The Internet was created!"</p>]]></description>

		<description><![CDATA[<p>The Lieberman story will run its course, no matter what the outcome.  But it is my guess that even if Lieberman is dragged back into the fold, that there are a few other senators who would also enjoy a little national media attention by appearing to be on the fence.  Lieberman is currently out there dancing around whether he will be the Democrats' 60th senator or not.  But he's not going to be the last one to occupy that particular spotlight before we're done.  The only question in my mind is how many of the fence-sitters and mugwumps will take advantage of this opportunity to be a media darling for a few days.  Or weeks.</p>]]></description>
