Are Democrats' Midterm Chances Improving?

Today Politico caused somewhat of a stir, by publishing an article that examined the question of the chances Democrats will have to avoid getting wiped out in the midterm elections this November. Up until now, the conventional inside-the-Beltway cocktail-party-chattering-class wisdom was that Democrats were toast and might as well not even bother running much of a campaign at all. Historical trends were against them, gerrymandering was going to take the House of Representatives away from them, and Republicans were going to emerge with new congressional majorities pretty much no matter what Democrats did or said in the meantime.

The Politico article challenged all of this, in admirable detail for such a short article. Summarized a bit, the main reasons why Democratic odds might be significantly improving were:

  • Redistricting (gerrymandering didn't turn into the disaster it once seemed for Democrats, in fact they might even come out ahead after all the new lines have been drawn).
  • The economy (inflation still high, but growth is strong, unemployment is low, wages are up, jobs keep coming back at record rates)
  • The pandemic (Omicron is on the wane and we may actually be approaching herd immunity, so normalcy could return soon)
  • The GOP (Republicans are trapped talking about the 2020 election's Big Lie and January 6th, because Donald Trump refuses to let any of it go)

But there was also a rather large lists of caveats -- things that have to go right for things to truly appear rosy for Democrats. Here is this section, unedited (all emphasis and exuberant capitalization is from original):

DOUG SOSNIK of Brunswick Group argues that "there would need to be a series of developments in order for the Democrats to defy history":

  1. The virus needs to be contained with the country returning to a new normal.
  2. Inflation needs to start going down by summer.
  3. The economy and the stock market need to maintain steady growth, particularly as interest rates begin to rise.
  4. The supply chain needs to return to normal.
  5. There is not a global crisis.
  6. Biden's job approval rating needs to be in the high 40s by summer.
  7. Republicans need to nominate unelectable general-election candidates and run lousy campaigns. They are capable of this and have done this in recent past cycles, choosing far-right candidates such as TODD AKIN or CHRISTINE O'DONNELL who ended up losing in the general election.
  8. Trump and Republicans need to keep talking about the 2020 election.

Obviously, that's a lot to go right all at once. But it's certainly not outside the bounds of possibility that at least most of them actually do happen. Let's take them one at a time.

The COVID-19 virus could be contained within a few months. The overall rate of those vaccinated continues to slowly climb, children under six years old may be able to get vaccinated soon (the last age group that hasn't been approved yet), and Omicron was so rampant it may have infected most of the unvaccinated -- or enough of them to boost the entire population up into herd immunity, at any rate. If a new variant doesn't emerge that is capable of overcoming all of this, then the pandemic will at some point become merely endemic, and the masks will come off everywhere and all the rest of the safety measures also won't be necessary anymore.

That would be a gigantic sea-change in the public's attitude towards not only the present, but also the future. It would also likely give an almost-automatic boost to President Biden's poll numbers. If everyone is feeling good because the pandemic is in the rearview mirror (by April, say), then people are going to want to forget about the whole experience as fast as possible. And they'll feel a lot more positive about their own lives and their prospects for the future.

If this is true, Republicans can scream as loudly as they want about such subjects as vaccine mandates and masks and remote-learning in schools, but nobody's going to care any more because it'll all be so thankfully in the past. This will rob the GOP of a whole category of campaign issues, all at once.

Inflation is a big unknown. Biden has been saying all along that the spike was going to be temporary, and he may wind up being right. Of course, he may wind up being wrong, too, but that's the tricky nature of predicting economics. If he starts getting better inflation figures on a monthly basis then both Biden and the Democrats can point to it (and, hopefully, gas prices coming down) and say: "It was just a COVID blip, it's over now," and people will relax about the entire subject (at least to some degree). Other than inflation, the economy is in incredibly strong shape right now, so people might start noticing all this good news if the inflation threat fades.

Crucially, though, this has to happen by summertime. Political science studies have proven that whatever the general public's attitude on the economy is at the start of the summer, it's pretty much set into cement at that point and that's what they'll believe in early November as well -- almost no matter what else happens in the meantime. Even if things start getting better in September or October it won't do much good, to put this another way. People have to start feeling positive about the economy by around July. So this one has a tighter timetable than some of these issues.

If the stock market and the economy in general (and wages, in particular) are still all growing strong, this will help, of course. Interest rates are going to start inching upwards, but that will help cool an overheated housing market, hopefully. And the hikes will be tiny, at first, so the public won't be affected all that greatly.

The supply chain problems definitely need to go away soon. But if you'll remember, when we all first started hearing the term "supply chain" being used last fall, the experts were all cautioning, "this may take six months or perhaps a little longer to fix, because major foundational changes are needed." Well, in the spring, those six months will be up, and hopefully all the backlogs at the ports and with the trucking will largely be solved. Grocery stores are already filling shelves more consistently, and that's the real in-your-face impact on the public, so this issue may already be fading somewhat. Christmas wasn't a total disaster due to supply-chain issues, so Biden's early intervention must have done some good already. But if the term "supply chain" disappears entirely on the nightly news, that will indeed benefit Biden and the Democrats. Another problem successfully solved, at least seen through a political lens.

As for global crises, well, at this point I think I'd prefer to get through the current one before I even think about what could be coming over the rest of the year. The situation in Ukraine has to be resolved without a major land war in Europe breaking out, or else that's going to be a very dominant issue for the rest of the year. Nobody can predict what the future will bring, so who knows what we'll all be worried about come November? But Putin not starting a land war in Ukraine would certainly help the Democrats' political chances here at home.

Biden's job approval may recover with both inflation and the pandemic easing. The general, free-floating malaise will have lifted and more independents will likely be giving Biden the benefit of the doubt once again. If the Democratic base is feeling energized for any reason, that will also help Biden's approval ratings -- but independents are the real key here.

Republicans certainly do seem predisposed to nominate some awfully fringe candidates this time around -- people who have not been fully vetted and people likely prone to saying off-the-cuff things which make large portions of the electorate recoil in distaste (or even disgust). With the only real qualification for office these days (as far as the GOP base is concerned) being "loyalty to Donald Trump," that means a whole host of other issues won't really be addressed in their primaries. In the general election, however, Democrats will be happy to point all these shortcomings out. And the more Trump keeps ranting and raving about his Big Lie, the more he's going to look like someone who wants to drag his party (and the country) backward, not forward. Voters never really warm to backward-looking campaigns, just as a general rule.

There are a few other things that could also happen which might improve Democratic chances as well. If Joe Manchin finally gets whatever he's looking for and some form of the Build Back Better plan passes, that will definitely help give the impression that Democrats can indeed get things done in Congress. This will be an enormous plus out on the campaign trail. Especially if it involves taxing corporations -- and Republicans all vote against it. That's a pathetically easy political case to make to voters, although Democrats haven't so far capitalized on it. With some form of Build Back Better that does raise taxes on the obscenely-wealthy and corporations, this could change.

This point was made by Stan Greenberg in a follow-up article Politico ran, and he made one further point that is even stronger -- something the original article missed:

[T]he Jan. 6 findings get reported and the partisan polarization and cues kick in -- producing surprising turnout from Democrats. In fact, we may be in a period of high turnout that up until now has only favored the Republicans.

At some point, the January 6th committee is going to start holding regular public hearings and airing all the dirty laundry they've been collecting -- in great detail. They swear they're on target to put out an initial report some time around the beginning of the summer, and a final report before Election Day. If that happens, and if the details are as damning as everyone expects, this is going to energize the Democratic base in a big way. It may also energize the Republican base as well, so it's anybody's guess which effect will be bigger. It will definitely enrage Donald Trump, which would add to the whole "looking backward" impression the Republican Party is already tied to.

I would add one more item to this mix as well, because in June the Supreme Court may either completely throw out or largely gut Roe v. Wade. Which would make 2024 the biggest abortion-centric election in decades. This is not going to help Republicans woo back all those suburban women that have been voting for Democrats for the past two election cycles, and it may energize the Democratic base like nothing ever seen before. So to leave it off this list seems like an enormous oversight.

Once again, that's a lot of things that have to go right all at once, so I truly have no idea what the chances of it all happening would be. But maybe all of them don't have to go perfectly -- perhaps if just most of them happened it might still improve Democratic chances in the midterms (although perhaps to a lesser degree)?

None of them are inevitable, but most of them at least have the feel of being more probable than not, at this point. Things are quite likely going to get better in 2022, although a jaded public that went through the disappointment of last summer's highs (when we all thought the pandemic was over for good) crashing back down to Earth with the scourge of Delta and Omicron is going to only be very cautiously optimistic, at least at first. But if more and more things head in the right direction right around the same time, perhaps the gloom will finally lift. And if that does indeed come to pass, Joe Biden and his Democrats might actually not be in such bad shape for the midterms after all.

Host Jake Tapper asked about Build Back Better, the massive spending program often referred to as the "centerpiece" of the Biden agenda, which stalled in the Senate late last year after Manchin refused to sign on. (Fellow Democratic Sen. Kyrsten Sinema also had reservations.)

    "Build Back Better — is it dead?" asked Tapper. "Is there any opportunity for it to come back with your support?"

    "Well, the Build Back Better, as it has been presented over, what, the last seven, eight, nine months — that bill no longer will exist, OK?" answered Manchin. For a moment, Manchin left the door open to considering "parts" of the bill but then delivered the fatal blow: Democrats could not rush the bill through the Senate, Manchin said, cutting corners to short-cut the committee process and keep Republicans from taking part.

    "My biggest concern, and my biggest opposition — it did not go through the process," Manchin said. Republicans "should have at least the opportunity to have input. It should have gone through the committee. These are major changes. It is going to change society as we know it. And those changes, there should be a hearing. There should be a markup. And then you're going to have a better product, whether your friends on the other side vote for it or not. But they have to have input."

    That was it. Democrats do not control a majority of seats in the Senate. The only way they hoped to get Build Back Better through a 50-50 Senate was to bypass what is called "regular order" and push it forward without any GOP input. Once Manchin did not agree to that, Build Back Better was doomed.

    In a January press release, University of Missouri – St. Louis Professor Emeritus Richard Rosenfeld, a co-author of the CCJ study, said, “The elevated rates of homicide and serious assaults require an urgent response from elected leaders.”

    “A year ago, we concluded our 2020 crime report by noting that with so many lives at stake, the time to act is now. That message is as vital today as it was then.”

    It is not yet clear if a desire for action on crime will ultimately be one of the issues driving voters to the polls in November, but some Republicans appear to hope so.

    The sitting president's party historically loses congressional seats in a midterm election, and the trend seems likely to hold this year due to Biden’s dropping approval ratings. Limited to the issue of crime, just 36% approve of Biden's job performance, according to a December ABC/Ipsos poll.

    A rise of super-liberal local prosecutors also has Democrats on the defensive over crime. In Philadelphia, District Attorney Larry Krasner has been on the receiving end of torrents of criticism for a violent crime crisis in Pennsylvania's largest city. And in San Francisco, detractors of District Attorney Chesa Boudin say that rates of certain kinds of crime are up in the California city because he does not enforce the law aggressively enough.

    It all adds up to weaknesses Republicans are already highlighting.

    The *ONLY* way that Democrats can arrest the huge downward trend they are experiencing is to VERY publicly jettison the Progressive Wing and condemn that wing as completely and totally un-American..

    Even then, Democrats will still lose bigtime in the coming mid-term, but that MIGHT give them some hope in 2024...

    A VERY small hope...
