Primary Season's Last Lap

The 2018 primary election season draws to a close this week, with the final three states holding their primaries in back-to-back fashion. Today New Hampshire will vote, tomorrow Rhode Island will weigh in, and then on Thursday New Yorkers will get the final say. This seems fairly late in the year to still be holding primaries, considering that general election races have already been going on in other states for months, but I guess somebody's got to go last.

The most consequential races for those looking for a national narrative will happen in New York, for governor and for attorney general. This isn't to say there are no races to watch in the other two states, but they don't align as precisely with the "Progressive versus Establishment Democrats" narrative as closely as the New York races do.

The sitting governor of New York, Andrew Cuomo, is getting a strong challenge from his left. Cuomo still harbors dreams of running for president one day, but outside of New York the only people who know his name seem to be the ones donating to his primary opponent. That doesn't exactly bode well for his chances nationwide.

Cuomo is being challenged by actress Cynthia Nixon, who is running as a full-on Progressive. Even if she loses on Thursday, she has already had an outsized effect on both the race and on Cuomo's governing approach. She has yanked him to the left, on many individual political issues. This may all change if Cuomo wins the Democratic nomination, though, since he may very well tack right back to the center (either for the general election or after winning another term).

Polling shows Cuomo with a huge lead, at this point. Nixon has made serious inroads, but if the polling is to be believed, she's going to fall far short. Now, Progressives will point to polling in other primary races that Progressives won, in the hopes that the New York numbers will also prove to be wrong. We'll see, on Thursday night, who is right.

The other big race is for the state's attorney general, and this is a race where a Progressive might just win the day. Zephyr Teachout has been unabashedly liberal, even before Bernie Sanders made it cool. She's run for office before, but has fallen short. But in a very crowded Democratic field, she seems to now be the frontrunner. She is promising a full-throated investigation into Donald Trump's business empire (which is located in New York City), which will build on the work of the current attorney general. This is a popular position to take with Democratic voters these days, and it may have given her the edge this time around.

The media (and I do include myself in that) has been largely focused on the Progressive/Establishment Democratic divide, because who doesn't love a good us-versus-them storyline? Looking back at the entire primary season, Progressives have chalked up a number of victories, but they've also lost a whole lot of races as well. Progressives haven't swept the board or anything, to put this another way. They've managed to unseat two Democratic House members in the primaries, but no sitting senators. Progressives did win some important gubernatorial primaries, however, and they've also seen some success in races for open seats (it's always easier to win an open seat than to take on an incumbent). All in all, though, it wouldn't be correct to call this movement the "Tea Party of the left" quite yet, because while there are some solid Progressive candidates still running, it is still nowhere near the size of the Tea Party revolution in 2010. There are new faces to vote for, but it'd be overstating it to say that any single one of them is now "the new face of the Democratic Party."

Still, we will have some interesting contests which will test the theory that running on big and bold ideas is better than running on centrism and "can't we all just get along" moderation. Win or lose, a whole lot of Democratic candidates thinking about running in 2020 (from president on down) will be watching these races very closely. If Progressives manage some big wins, the 2020 race will reflect this. If Progressives go down in defeat, then look for 2020 candidates to be far less bold in their platforms.

Looking back over the last few months, there are a few notable observations to make about 2018's primary season. Democrats, almost spontaneously, are running a real 50-state strategy (remember Howard Dean, anyone?). They are running in races that they used to just concede. There have been an incredible number of first-time candidates, many of whom were so fed up with seeing Donald Trump get elected that they decided it was time to personally participate in the political process. There have also been record numbers of both women and minorities running in Democratic primaries. The party was always much more diverse than the Republicans, and that is now being reflected even more in the candidates themselves. This will probably be a boon to turnout in the general election.

Turnout on the Democratic side is already through the roof, even in the primaries. If the voters maintain the enthusiasm they've shown all the way through to November, then the big blue wave will become a reality. Democratic voters (and many independents, as well) are just itching to send Donald Trump a big message of rejection. In normal midterm years, Democratic voters are pretty lethargic and don't show up to vote in large numbers. This is decidedly not a normal midterm, however. Enthusiasm levels are through the roof already.

The biggest takeaway from the primaries so far is the strength of women voters. Female Democratic candidates have been making enormous gains almost across the board, and they are poised to take on the Republicans in November. But my guess is that the real story in November is going to be the turnout levels of minority women and suburban women. This could be crucial to the success of Democratic candidates in many states, in fact, and even more House districts.

For minority women voters, a shift in turnout numbers will help Democrats the most, since minority voters are overwhelmingly Democratic. The difference between a normal midterm turnout and setting new turnout records might propel a lot of those minority candidates into office. But, as I said, this will solely be a function of turnout.

For suburban women, the picture is different. Suburban women and married middle-class women have long been a source of strength for the Republicans. In fact, with all the gerrymandering the party has done, they've even gone out of their way to carve out plenty of suburban districts that they considered safe. But this year the women's vote has dramatically shifted to the Democrats. Male voters are much more likely to excuse some of Trump's worst behavior than women are. Add to that the shift that's about to happen on the Supreme Court, and suburban women are understandably highly motivated to vote this year. Which has meant that a whole lot of House districts Republicans used to consider safe are now up for grabs. This is what is necessary to take back the House, and when all the exit polling gets analyzed my guess is that suburban women voters who shift from voting Republican to voting for a Democrat are going to be the biggest factor in November's outcome. The media has already used both "The Year Of The Woman" and the rather derogatory "soccer moms" theme in previous election analyses, so perhaps they'll come up with a snappy new label for the effect this time around. But if Democrats wind up doing as well as is now predicted, women voters are going to be key to their success.

This week's primaries are so late in the game that to a large extent, the voters have already made up their minds. Perceptions about the economy, the state of the country, and the direction the country should be heading in have all solidified and will likely not change much in the next two months, barring some sort of earth-shaking event. Which, with Donald Trump in charge, is always possible.

Trump himself has doubled down on making the midterm election a referendum on him. He has been eagerly going to rallies all over the country, but when he speaks he hardly even mentions the candidate he's supposed to be there to support. It's all about him, as it always is with Trump. By doing so, he is tying the results closely to his own popularity. If Republicans pull off an astonishing victory and keep control of both the House and Senate, Trump will no doubt claim not just the lion's share but indeed all of the credit. But if the Republicans have a very bad election night, Trump has made it impossible to distance himself from the result.

No longer will he be able to claim that he has a sweeping mandate from the voters. He never really did (after all, Hillary Clinton won three million more votes than he did), but a solid rejection in 2018 at the ballot box is going to be tough for Trump to pin on someone else. Especially since he's campaigning so much. Trump does have a positive effect on Republican primary races, to be sure, but he's somehow internalized that into thinking he's got the same magic touch in the general election. Being proved wrong about this is going to be a serious political and emotional blow to Trump.

Democrats, so far, show no signs of complacency about November. The feeling of "we've already got this one sewn up" simply does not exist among Democratic voters. They know they've got to turn out on Election Day. They know this midterm is far more important than most. They don't need anyone to motivate them to get to the polls, because their enthusiasm level is already quite high. Trump himself is the grand motivator for Democratic voters, in fact.

Most of the stories about the Progressive-versus-Establishment rift in the Democratic Party miss a crucial fact. When the primary is over, no matter which side won the day, the Democratic voters are glad to fall in line behind the nominee. There is an overriding concern that is far bigger than any intraparty discord, and his name is Donald Trump. Progressive voters are just as enthusiastic about voting for Establishment candidates when their favored candidate lost the primary, and vice versa. Getting Democrats elected is far more important this time around than getting any particular flavor of Democrat elected. Which is a good point to end this primary season overview, as we all get ready to watch the final three states' returns come in. Party unity has so far been largely overlooked throughout primary season, but the ability to close ranks and get behind the nominated candidates has so far been remarkable. The voters know what is truly important this time around -- sending Donald Trump the loudest, most unmistakable message as is humanly possible. And that's something all Democrats are already seriously committed to.

    My point is, things are going to get hotter in US politics before this is all over. Trump has energized both sides with his rhetoric, and brought some extreme folks out of the woodwork that used to shy away from speaking their minds, at least when they were sober.

    But I'm all in favor of playing by "American" Waffle House rules: let the conversation flow freely, like kiddie pee at a water park, but compensate CW for the giant pain in the ass you're being.
