Obama Hits A Milestone

President Barack Obama just hit a milestone in public job approval. At Real Clear Politics, his daily rolling average of public opinion polls just went over 50 percent. Unless they are edited late in the day (which sometimes happens), Obama currently merits 50.4 percent approval and only 45.7 percent disapproval from the polled public.

This is a fairly momentous milestone for Obama, one he's only managed to hit in four different previous periods of his presidency. His first "honeymoon" period, after he was sworn in, lasted until roughly November of 2009 (he still charted daily numbers over 50 until February of 2010, but the trendline was down and by March he wasn't even hitting 50 on single days anymore).

Right after his first midterm election, Obama very briefly rose above 50 percent (mostly as a result of a budget deal, if memory serves), in January of 2011. But after briefly hitting 51.0 percent, his numbers quickly slid back down again in the following month. Obama got a second bounce in the polls in May, with the news of the death of Osama Bin Laden. But while this bounce went higher (52.6 percent), he again slid back below 50 in June.

Remarkably, Obama spent almost all of the re-election season in 2012 below 50, only briefly scraping it (50.0 percent) in September, and only really climbing above it in a sustained way in November -- after the election. This is remarkable for anyone who wins re-election, since job approval (in election years) often translates into how most people vote. His "second honeymoon" lasted until March of 2013, and then (after touching 50.0 for a single day in April) Obama's numbers headed downwards.

Obama hasn't seen his job approval this high since that point. For the past 37 months, Obama has been below 50 percent. Which is why hitting the milestone again is such good news for him, for Democrats, and for Obama supporters in general. How the public feels about a sitting Democratic president correlates with how well his party does in an election year, for the most part. This doesn't always hold true, though, since polling itself hasn't been around that long and not all presidents complete two terms in office.

The past three who have done so, at this point in their presidency, stood at 27.8 percent (George W. Bush), 59.1 percent (Bill Clinton), and 49.5 percent (Ronald Reagan). Bush, obviously, wasn't popular and Barack Obama won. Reagan was roughly as popular as Obama is now, and was indeed succeeded by a president from his own party. But Clinton was still wildly popular, and Al Gore lost (well, admittedly, the Supreme Court had their say in that election). So being up in the polls is no guarantee of success.

Even so, it certainly doesn't hurt the Democratic Party's chances. Especially when you consider that this improvement in the polls has perfectly matched the primary season. Obama's poll numbers were pretty dismal last December (hitting a low of only 43.1 percent), but since then -- since voters started paying attention to the race to replace Obama -- his numbers have been heading upwards at a fairly quick pace. And while the whole game of guessing why poll numbers head one way or another is an inexact science at best, this time it's pretty plain that the election is the deciding factor. There have been no big bills passed, no big fights with Congress, and few large political events that have even pushed the election news off the front page in the past six months.

The question with any polling trend, of course, is how long it can be sustained. There are only really three possibilities -- Obama's numbers go back down, they stay where they are, or they continue heading upwards. Unforeseen events can always have a huge influence on what happens, too (an "October surprise," no matter what month it comes in). Any sort of crisis could change things quickly, in other words.

But the safe bet at this point is that Obama's numbers will continue improving, at least up to the low 50s or so. That's the way the trend has been heading, after an initial steeper upsurge from January through March. Obama is already getting numbers in the 51-53 percent range in individual polls, and it seems a lot of people are reconsidering how they feel about Obama when faced with the choice of the two candidates who might replace him.

With Congress at an almost-complete standstill, it's not likely that anything major is going to be legislatively accomplished between now and the election. Paul Ryan is desperately trying to get people to pay attention to his grand rollout of the Republican agenda (as he defines it), but so far his effort is falling far short of the "Contract With America" bar set by Newt Gingrich. Obama's not going to get much of his agenda through the House, but the House Republicans can't even agree among themselves on pretty much any of their agenda either.

Which means we've got nothing to pay attention to in the political world but the presidential race from now until November. So far, this has been extremely helpful to Obama's approval rating, and now that the Republicans are stuck with Donald Trump, it's hard to see the next five months as being anything but even more helpful in that regard. Winning three straight presidential terms is an almost-impossible feat in American politics -- it's only happened once in my lifetime, in fact (George H.W. Bush following Reagan). But the chances of it happening this year are certainly a lot better now than they were six months ago. If Obama can continue to improve his job approval numbers over the next few months, those chances will get even better.

    When Obama prematurely left Iraq, it WASN'T a "mess"..

    On the merits, I lean towards Brexit being a badish idea, benefits oversold, risk understated. Brexit is forgetting the grand strategy lessons of WWII(linked economies promote military stability among nations). Brexit might revive Scotchit, which was a very near run thing a wee bit back. I thought that a bad idea. The idea of reviving the British Commonwealth as an economic lever strikes me as delusional.
