A Budget For Everyone To Hate

It's one of those rare weeks where things may actually get done in Congress, as they all prepare to flee Washington for their usual monthlong August vacation. While Bob Mueller's made-for-TV testimony tomorrow is currently dominating the news, behind the scenes a rather momentous deal was just cut between Nancy Pelosi and the White House. A budget deal has been reached which will last until well after the 2020 election cycle is done. This two-year agreement will avoid defaulting on the national debt by raising the debt ceiling until 2021, and will also provide the framework not only for this year's budget bills but also for next year's as well. This will hopefully avoid most of the usual histrionics surrounding the budget, because nobody really wants a fiscal cliff or a government shutdown during an election year.

Being a compromise between Democrats and Republicans, there is something in the new budget for just about everyone to hate. Such is the way of sausage-making, I suppose. On the left, there is a whole lot more money for the Pentagon, but the days of Democrats making a big deal over the increasing size of the military budget are mostly over, so this will likely not be all that contentious in the end. The bigger problem, for progressives, is that Nancy Pelosi entered into an agreement over all the budget bills that Congress will have to individually pass to keep the government funded. These are must-pass bills, since without them the government shuts down. As such, they are sometimes used to push agenda items that the other side doesn't like. The leverage of having to pass the budget bills means certain demands can be made and then hashed out between the parties. But not this time, as Pelosi has agreed to not propose any "poison pill" amendments to any of the budget bills. It is unclear whether this agreement is actually written into this week's deal or just a handshake agreement between her and the White House, but if she sticks to it, it will mean she has given away any leverage progressives might have used to advance their agenda for the next two years. Some on the left are already howling about this rather large restriction.

On the right, there is a whole lot more money for domestic spending for conservatives to hate, but again this likely won't be all that big a deal since it is the price they must pay for bloating the Pentagon budget once again. They realize this, so the outcry against social spending will likely be rather muted, at best. But the big thing for conservatives to hate in the budget deal is that it absolutely blows away any pretense of the "fiscal responsibility" they once held dear (or, at least, they once publicly seemed to hold dear). The deficit hawk is dead, to put it in different terms. Not only was the White House rebuffed when they demanded $150 billion in spending cuts, but the new deal will once and for all kill off the "sequester" -- the mechanism passed during Barack Obama's term that dictated severe budget limits each year. Of course, Congress has been routinely ignoring the sequester limits for years now, so this shouldn't really be all that big a deal, but the fiscal conservatives counted the sequester as a great victory at the time, so allowing it to die with a whimper has to be seen as a defeat for them now.

If you'll remember, when Donald Trump campaigned for president, he promised not only to personally solve the annual deficit by balancing the budget, but also to pay off the entire national debt as well. Obviously, neither has happened. In fact, the opposite has come to pass -- deficits are now exploding in size once again, and the national debt just passed $22 trillion. This year's deficit alone is likely to top $1 trillion -- an amount not seen since the depths of the Great Recession. Except that now we're not in a recession -- we're running huge deficits in good times, meaning when the bad economic times roll around once again (as they inevitably do), we'll be even deeper in the hole.

This is largely a function of the gigantic tax cut the Republicans pushed through, which (just like clockwork) has not "paid for itself" by any stretch of the imagination. Slashing taxes on the wealthy and Wall Street has meant that revenues have fallen, which of course increases the deficit each year. Just as sane economists predicted, once again.

Of course, neither Donald Trump nor the Republicans in Congress will likely pay much of a political price for their enormous con job, since for some strange reason all the deficit hawks get very quiet when there's a Republican in the White House. It's only when a Democrat is running things that the weeping and wailing over the deficit happens from the right. Even Rush Limbaugh is now admitting that "all this talk about concern for the deficit and the budget has been bogus for as long as it's been around." Trump is even almost admitting the con as well, now promising that he'll institute massive spending cuts "in 2021" -- conveniently after he's re-elected. He has offered no details, meaning that this promise is just as bogus as when he promised the same thing four years ago.

The new budget deal was just announced, so the reactions are just beginning to roll in. The Tea Partiers, who rose to power decrying deficits, may protest in the House. Or maybe not -- after all, now it's a Republican president behind the deal. The progressives in the House may also protest, but the likelihood is that Nancy Pelosi will corral enough votes from both sides of the aisle to push the deal through before the end of the week (when they all scarper off on vacation for a month). If this happens, the Senate will then vote next week and put the deal on Trump's desk. He'll probably sign it -- after all, it was his team that struck this deal -- but then again who knows? He may get into a snit at the last minute (if Fox News badmouths the deal enough) and refuse to sign it. Stay tuned.

The most interesting thing to watch will be how the Democratic candidates for president react to the budget deal, though. Because the Senate vote may coincide with the second round of presidential debates, the subject could well arise on stage. So far I haven't heard any of the campaigns issue statements either in praise of the deal or denouncing it. Will the progressives rip into Pelosi for giving away all the leverage they might have used in the individual budget bills? Will the so-called moderates praise Pelosi for "reaching across the aisle and getting things done"? Again, stay tuned.

From an outsider's perspective, the budget deal seems about par for the course in Washington. There are things in it for all sides to hate, as usual. There was one amusing moment of irony in the discussions over the budget deal, where Donald Trump tried to rewrite history by accusing the Democrats of using the debt ceiling as a bargaining chip. Trump swore he wouldn't let those dastardly Democrats do so, but the reality is that not only is taking the debt ceiling hostage a purely Republican tactic, but it was actually pioneered by the guy who is now his own chief of staff. In fact, Mick Mulvaney first used this tactic to force Barack Obama to sign the sequester bill years ago -- the very same sequester that is struck dead by this week's deal. So at least there's that -- something for Trump's own chief of staff to hate -- in the grand budget deal just struck by Nancy Pelosi and the White House.

    Really?? I don't remember that happening... The budget was a very very VERY small part of President Trump's campaign, if it was ever mentioned..

    Even if it was mentioned once or twice, I would couple that with Odumbo's promise to close Gitmo.. Odumbo promised THAT a lot more than President Trump's supposed budget claims..

    And Gitmo is STILL open and running strong.. :D

    So, basically it's one of those campaign promises that is safe to ignore.. Like ya'all did Odumbo's Gitmo promise.. :D

    It's only when a Democrat is running things that the weeping and wailing over the deficit happens from the right.

    “The special counsel’s job didn’t say you were to determine Trump’s innocence or to exonerate him,” Ratcliffe said. “It’s not in documents, it’s not in the Office of Legal Counsel opinion, any justice manual…Respectfully it was not the special counsel’s job to conclusively determine Trump’s innocence.”

    He added: “because the bedrock principle of our justice system is a presumption of innocence—everyone is entitled to it, including a sitting president, and because of a presumption of innocence, a prosecutor never, ever needs to determine it. ... You wrote 180 pages about decisions that weren’t reached, about potential crimes that weren’t charged or decided.”

    He contended that the obstruction section of the report “was not authorized under the law to be written—it was written under a legal standard that does not exist at the Justice Department.”

    Stop me if you've heard this, but there are indeed a dozen plus cases that are still ongoing which Mueller cannot discuss. When Mueller says "I'm not going to get into that" or something similar, he cannot do so because of those ongoing cases. He once accidentally slipped, "I cannot discuss that case." Did you catch it?

    For instance, although Mueller and his team might not have been able to unearth sufficient evidence to establish that Trump and company were in conspiracy with the "Russian government," might it be the case that they might have found sufficient evidence to prove a conspiracy with Wikileaks?

Did you notice that Mueller was much less able to discuss the issue of obstruction than he was the issue of conspiracy? That's because by longstanding and current Department of Justice Opinion, Mueller is not allowed to indict the sitting President of the United States so Mueller has simply preserved the record for those lawmakers with the authority to currently make that assessment and those federal prosecutors who will be able to do so in the future.
