The first, of course, pokes fun at the fact that the Senate takes an absolutely <em>gargantuan</em> amount of vacation time every year, when they are instead supposed to be doing "The People's Business." 		<description><![CDATA[<p>Democrats had a pretty good week last week.  As attention shifts away from unpronounceable volcanoes (more on them in a moment) to the struggle in the Senate over Wall Street reform, the two parties almost seem to have changed their normal methods of playing the political game.  The Republicans are all over the map on the issue, and extremely worried about the impression by angry voters that they are doing Wall Street's bidding -- as well they should be.  Republicans are, one day, loudly denouncing the reform bill, using their standard Big Lie technique... and then, the next day, saying a deal is very close, and even voting for strong reform in committees.  Republicans (some of them, at least) are chickening out of the upcoming partisan battle the Republican leadership seems to want over the issue (more on chickens later on, too). Democrats have, so far, managed both to admirably stay on message and showed an amazing amount of backbone in countering specious Republican arguments.  And, so far, polls show the voters are solidly on the Democrats' side on this one, and just <em>not buying</em> what Republicans are telling them.  As I said, we seem to have entered BackwardsLand, or something.</p>]]></description>

		<description><![CDATA[<p>No matter <em>what</em> healthcare bill passes, it is not going to remain static.  It is going to be revisited again and again over the next few decades.  Everyone may remember the initial passage years from now as the big historic "turning point," but there will still be a lot of work left to make it a truly historic change.  That's the way of lawmaking.  Rather than bitterly denouncing whatever emerges from Congress as being far short of what you expected, see it instead as merely the beginning of the long road towards making the system work the way you want it to.  See it as a call to action, and not a defeat, if you really want to make it better.  And don't get discouraged, because these things always take more time to get right than anyone expects.</p>]]></description>

		<description><![CDATA[<p>A post-mortem, in the medical sense, is when you carve up a body to figure out why it died.  But the term has migrated into the patois of American business, where (in corporate terms) a post-mortem is a meeting held after the completion of a project, where you review the course of the project from beginning to end.  You look at what went right, and what went wrong, and then you try to improve the procedure for future projects, in an effort to avoid making the same mistakes over again.  Now that fight for health reform legislation (in one form or another) is just about over, I feel it's time to take a look back, and identify some areas for improvement for the future Democratic legislation.</p>]]></description>

Remember when the word "reconciliation" was universally understood to mean "getting back together" instead of "open partisan warfare," for instance?  The tortuous process health reform has wound in its progress from where we were a year ago to where we stand today at least provided many "teachable moments" on how things actually happen in Washington. Because we're just going to assume (for the fun of it) that if Rahmbo's already covering his tracks by attempting to cast history over-favorably toward himself, then his exit can't be all that far ahead.  To be followed, as is usual, by signing a book contract worth at least seven figures. 		<description><![CDATA[<p>I'm going to start off today's column with a chart.  I'm doing this for several reasons, not least of which is the fact that it's a really good chart.  It is simple, easy to read, and involves very little mathematics (meaning it is accessible to a very wide spectrum of the American public).  And it is a very effective way of presenting the facts, free of media spin.  The chart comes from the White House, and shows the monthly number of jobs lost for approximately the past two years. 		<description><![CDATA[<p>President Obama has recently announced a health reform summit, to take place across the street from the White House, with the C-SPAN cameras rolling.  He's invited Democratic and Republican leaders from Congress to this summit.  Many cynics have dismissed the effort already, either pronouncing it less than worthless, or calling it some form of political Kabuki theater which will do no good.  I think these pronunciations (especially the latter one) are a bit premature, to say the least.  Because either on a substantive level or a political level, I think there actually is a chance for some limited success for Obama in this exercise.</p>]]></description>

Healthcare reform is winding up, but this particular fight has been so long and hard-fought that even proponents of the reform bill are exhausted and would really prefer not to hear or talk about it much longer. Conventional inside-the-Beltway wisdom is that "nothing much gets done in a congressional election year," but this ignores the fact that life itself does not halt for electioneering, but rather keeps right on happening.  And there are quite a few positive things either explicitly scheduled for 2010, or at least very likely to happen. 		<description><![CDATA[<p>Democrats should realize, by this point, that they're going to have to reposition themselves a bit if they stand any chance in next year's midterm congressional elections.  Fortunately for them, there are two issues out there just begging for exploitation.  The first is the Republican Party, who has <a href="http://www.huffingtonpost.com/2009/12/28/republicans-poised-to-run_n_405263.html">reportedly decided</a> they are going to run next year on taking something away from voters which Democrats have given them -- the healthcare reform bill.  And the second is a little-noted bill introduced a few weeks ago by Senators Maria Cantwell (D-WA), John McCain (R-AZ), and Russ Feingold (D-WI), which would bring back a chunk of the banking regulations passed in the Great Depression known as "Glass-Steagall." 		<description><![CDATA[<p>Al Franken provided the sole moment of humor this week, when he smacked down Joe Lieberman, and for that he deserves an <strong>Honorable Mention</strong>.  Franken, sitting in as the guy with the gavel running things in the Senate, was asked by Joe Lieberman for a few more moments (over his 10-minute limit) to speak, by "unanimous consent."  Franken, who later said he was just doing what he was told and keeping a strict 10-minute limit, told Lieberman most emphatically "No," and that he -- in the role of senator -- objected, and Lieberman needed to, essentially (Franken was not this blatant), "sit down and shut up."</p>]]></description>

		<description><![CDATA[<p>News broke last night that Senate Majority Leader Harry Reid has what he thinks is a viable compromise piece of healthcare reform legislation, which he thinks could garner the 60 votes he needs to pass the Senate.  Unfortunately, details of this compromise have not been officially announced, and Harry is waiting to get numbers from the Congressional Budget Office (C.B.O.) before releasing the text.  So, while an accurate assessment of the bill is impossible at this point (since it's like trying to nail smoke to a wall), we can at least begin to look at what is taking shape, based solely on the <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/12/08/AR2009120804388.html?hpid=topnews">rumors and leaks</a> in the press so far.</p>]]></description>

		<description><![CDATA[<p>For those of you not conversant in the language of gambling, allow me to explain.  When you have a good poker hand you start raising the betting until, at some point, you are said to be "pot committed."  This means you've invested such a major portion of your available chips in that hand's kitty (or "pot") that folding is no longer an option for you -- because it would leave you too weak to effectively continue playing.  But if another player is equally as confident about their hand, a bidding war will ensue.  And, at some point, you just decide the heck with it and push all your chips into the pot.  You know that if you lose this hand, you'll effectively be sidelined in the game anyway, so you might as well win as much as you can in the current pot... if the cards turn up in your favor.  That's a big "if," though -- because if you lose, you're out of the game.  It's a bold and risky move, but one that can pay off in a big way.</p>]]></description>

By saying that, I am not breaking any news about Harry Reid or the Senate, or even about the chances for passage of any particular bill or healthcare reform scheme before New Year's Eve -- rather, I am urging people to take a step back and view healthcare reform from a much bigger-picture point of view.  Because whatever passes is not going to be the final word on the subject.  As with almost any sweeping social legislation, it's going to take a few revisions before we get it right.  Perfect bills almost never pass.  The more normal course of events in Washington is that compromises pass, and then are strengthened later on.  Healthcare reform should be viewed in the same way.</p>]]></description>

But it's really more apt to look at it from the perspective of boxing, in this case.  The weighing-in before a big fight is literally where the two fighters step on the scales so everyone can see what they weigh.  Now, before I get in trouble for suggesting an image of the rather diminutive Nancy Pelosi on a scale to your minds, in this metaphor the <em>legislation</em> which Speaker Pelosi just released is what is actually on the scale.  Pelosi, in this mental image, is the promoter in the background talking up the virtues of the prizefighter on the scales.</p>]]></description>

But it is my guess that even if Lieberman is dragged back into the fold, that there are a few other senators who would also enjoy a little national media attention by appearing to be on the fence.  Lieberman is currently out there dancing around whether he will be the Democrats' 60th senator or not.  But he's not going to be the last one to occupy that particular spotlight before we're done.  The only question in my mind is how many of the fence-sitters and mugwumps will take advantage of this opportunity to be a media darling for a few days.  Or weeks.</p>]]></description>

It is meant to dazzle the audience with a shiny object, so that they don't notice what is going on elsewhere on the stage, or perhaps even in the magician's other hand.  It is an effective technique, so effective that it is the basis for most stage magic tricks.  And there's a huge story that's sucking up a lot of oxygen from the inside-the-Beltway media scene right now that seems to be tailor-made misdirection which has been tossed into the media shark tank in order to stir up a feeding frenzy.</p>]]></description>

This term (which everyone should start using immediately, of course) is defined as: "An event or subject which the mainstream media determines to be newsworthy by plastering all over national television screens, but which is ultimately proven to be nothing of the kind."  Furthermore, I'm going to peg the first story ever covered for its newsiness alone as O.J. Simpson cruising across L.A. in his white Ford Bronco.  Since then, of course, there are simply too many stories full of newsiness (but not actual news) to even contemplate counting. 		<description><![CDATA[<p>While the passage of a healthcare reform bill through Max Baucus' Senate Finance Committee is the big news today, the even bigger news is that Republican Senator Olympia Snowe voted for it, the only Republican so far to cross the aisle in support of Democratic efforts to pass a bill this year.  While Snowe warned today that just because she's voting "yea" today, she might not do so on the final bill, depending on what it looks like.  While this may not even matter in terms of getting a bill through, Snowe will now be known as Senator Bipartisan, since with her vote the claim can be made that it is "bipartisan legislation," but if Democrats lose her they won't be able to make this claim.  But while courting Snowe for her vote on the Senate floor is the only way to accomplish this, Democrats should also consider courting Snowe on an even more important front: switching parties.</p>]]></description>

		<description><![CDATA[<p>The big news today on the healthcare reform front is the health insurance industry <a href="http://www.huffingtonpost.com/2009/10/12/insurers-mount-attack-aga_n_317159.html">attacking such reform</a> by releasing an industry-written report, one day before Senator Max Baucus' committee is (finally) scheduled to vote on their version of a healthcare reform bill.  The report, from America's Health Insurance Plans (an industry group), has already been called a "hatchet job" by Democrats, because the industry is threatening to raise the average premium for health insurance by 110 percent -- more than doubling out-of-pocket costs for American families.  A spokesman from the AARP shot back: "I really don't think [the AHIP report is] worth the paper it's written on."  A spokesman for Senator Baucus fumed: "It's a health insurance company hatchet job, plain and simple."</p>]]></description>

		<description><![CDATA[<p>I speak, of course, of the new healthcare reform compromise idea being batted about over in the Senate.  Trying to build a bridge between the public-option-supporting Progressive Democrats and the fiscally-conscious Blue Dog Democrats was always going to be the Grand Compromise which had to be forged to pass a bill.  Various ideas have been floated to build this Compromise Bridge (my metaphors seem to be getting all mixed up today), which all eventually collapsed into the metaphorical chasm below.  The "trigger" option, where a public option would be in the law but wouldn't activate unless a "trigger" was pulled at some later date was probably the most-talked about plan prior to this, mostly because it was the favorite of the only Republican who actually may vote for healthcare reform in the Senate.  The "co-op" plan, which will be in the bill Max Baucus' committee votes on (Um, guys?  Weren't you supposed to have voted this week?  I'm just saying...), has also been declared a non-starter.</p>]]></description>

		<description><![CDATA[<p>Democrats may be blindsided by the whole debate, unless they start thinking about it now.  Because they can be out there saying "things are great!" but unless they prepare for an onslaught of a perennial Republican refrain ("tax-and-spend Democrats!"), then Democrats run the risk of appearing all over the map on the tax issue at precisely the time when voters are making up their minds whether to send them back to Washington or not.  The smartest thing they can do, at this point, is to keep calling them the "Bush" tax cuts, to remind everyone of what they did to the economy.  But next year, whether they like it or not, Democrats are going to actually have to take a stand on higher taxes for rich people.  If they don't figure that out now, they're in for a rude surprise next year.</p>]]></description>

		<description><![CDATA[<p>So make of it what you will.  Gibbs never even uttered the "V" word.  But it's heartening to see the White House start to mildly threaten the use of the veto.  This is an extraordinarily powerful arrow in the Executive's quiver, and one that they've been much too reluctant (in my opinion) to pull out.  Now (extending this Robin-Hood-esque metaphor far further than I probably should), Gibbs didn't take the arrow out, nock it, and draw back his bow's string (much less aim it at anyone in particular).  He merely reached over his shoulder, fingered the fletching of the veto arrow, and pulled it two inches out of the quiver -- before letting it drop back in.</p>]]></description>

This was supposed to be the "bipartisan" bill, but the only way it can truly be referred to as "bipartisan" is in the growing bipartisan distaste for the bill.  Which was not the intent.  But, while the mainstream media has been borderline obsessive over Baucus and his Gang and his bill, the real question over Baucus' ultimate meaning to the healthcare reform debate is whether he'll be named to the conference committee between House and Senate whose purpose it will be to hash out the final language, and (if so named) what Baucus will do there.</p>]]></description>

		<description><![CDATA[<p>This is due to the fact that political discussions in America are fast becoming solely theological in nature.  Allow me to explain this concept.  Each side has their beliefs.  Each has their tenets which they fervently defend.  Much of this is done on faith.  And, when your entire world view is radically different than the person you're arguing with, there is very little chance of either agreement or mind-changing.  It's like the Jews and the Muslims arguing not over where the boundaries of Israel and Palestine are, but over whether Moses or the Prophet were right.  In other words, it is like just about every disagreement over religion you can think of -- from all of history.  If my core beliefs do not agree in a factual way with your core beliefs, then we can discuss things up to a point, but once we both hit that point then we just stop listening to each other, and begin talking past each other instead.  Or, even worse, shouting at each other.</p>]]></description>

		<description><![CDATA[<p>President Barack Obama will address Congress and the nation this Wednesday night on the subject of healthcare reform.  What he'll say is anyone's guess, at this point.  Which (by the way) is exactly the problem he's trying to fix.  Nobody's really sure what Obama will fight for, and what he will toss overboard in the name of political expediency.  Even staunch Obama supporters would be hard-pressed to say, right now, what Obama will say in his speech this Wednesday.  But whatever he says, one fact remains crystal-clear: Obama has got to be specific in his speech, or else the healthcare reform effort may collapse of its own weight soon after.  And by being specific, Obama's got to start taking some things off the table.  If Obama attempts more lofty (but detail-free) rhetoric, and does not (his other favorite metaphor for this situation) "draw bright lines in the sand," then he is going to disappoint a lot of people who voted for him because they thought he would be a good leader.</p>]]></description>

But instead, it has become yet another target for his political opponents (as if they didn't already have enough fronts in this battle).  Sadly, the event has become mired in manufactured controversy from the right, with typical sky-is-falling rhetoric about how the evil, evil man who occupies the Oval Office is going to brainwash all of our children into being either: (a) Marxists, (b) Socialists, (c) Obamamaniacs, or (d) all of the above.  No matter that presidents have been doing this sort of heartwarming photo-oppery since the time of Kennedy (do some pushups, children!), and that Saint Ronald of Reagan actually used such an address to children to hawk his tax cuts. 		<description><![CDATA[<p>In the calendar of politics, throughout the year, the label "Take Out The Trash Day" is attached by the media to Fridays.  Late Friday afternoon (or even evening, after the national television news deadline), the White House releases news that they'd really rather just ignore -- and would be very happy if everyone else ignored as well.  There's a good reason for this timing: Friday evening (and Saturday as well) is the time of week when the least amount of the public is paying attention to the news.  Meaning that embarrassing or awkward stories can be released with the fewest possible ripples in the body politic's attention.  But this concept sometimes broadens to encompass an entire week.  With Congress, the president, and what the White House hopes is a maximum amount of the public all on vacation this week, it seems to be the time to toss a few news stories over the wall, in the hopes that they'll get less attention than normal.</p>]]></description>

		<description><![CDATA[<p>President Obama stunned the political world today by announcing he will switch political parties, and soon become a Republican.  "It seems the only way we're going to get bipartisanship in this town is if I lead the way," he said, in brief remarks before leaving for vacation.  "The Republicans have refused to work with me because I'm a Democrat, and Republicans' biggest strength has always been the ability to fall into line with whatever their leaders tell them, unlike other certain unnamed political parties in America..." (the president appeared to cough several times at this point, although one of his coughs sounded suspiciously like the word "Democrats," if truth be told...).  The president, clear-throated now, continued, "So I will now be the leader of the Republican Party, and they will fall in line with what I tell them to we're going to do.  The Democrats who are interested in bipartisanship can join us to pass Medicare-for-all, instead of the <a href="http://www.rubegoldberg.com/">Rube Goldberg</a> machine which they have been attempting to construct."</p>]]></description>

		<description><![CDATA[<p>There is certainly no shortage of irony in the debate raging across the country on healthcare reform.  For me, though, the choicest bit of irony has to be the new rallying cry of those who want to shoot down any reform efforts -- that it would provide insurance for illegal immigrants.  This irony is lost on those who don't know their history, though.  Because fear of immigrants is what <em>started</em> the concept of "public health" in America.  But back then, it was fear of sick immigrants infecting everyone else which drove the debate.  Hence the irony.</p>]]></description>

Solid answers, when looking at the economics of the insurance industry, quickly lead you to the equation "insurance equals discrimination." 		<description><![CDATA[<p>The healthcare reform fracas has gotten so bad, it has forced some in the media to actually do their jobs.  This statement will come as a shock to anyone who has become accustomed to the way these <em>soi-disant</em> "journalists" present just about any issue these days -- by having a center-left politician and a hard-right politician on to "debate," and then fanning the flames by refusing to referee and provide actual facts to the discussion.  But I think now (maybe) the "journalists" have finally gotten to the point of embarrassment, leading them to actually report on what is true and what is not in the entire debate. This is part of a new and concerted media effort by the White House to make Obama much more visible in the debate on healthcare reform.  But being visible is one thing, and showing leadership is another.  Because President Obama has so far been unwilling to tackle the tough decisions on healthcare reform, at least not in public.  And, as Obama is accusing his detractors of doing, this is nothing more than playing politics with the issue by avoiding personal political risk to himself.  Disturbingly, Obama hasn't even been very good at this political cheerleading, although he has gotten better in the past few days.</p>]]></description>

		<description><![CDATA[<p>In the debate about healthcare reform, why are the loudest voices in the room the ones who seemingly are against all reform?  Where are the champions of the progressive ideas?  I've asked this question (<a href="http://www.chrisweigant.com/index.php/2009/06/12/friday-talking-points-81-where-are-the-democrats-on-healthcare-reform/">at great length</a>) before, and while President Obama has started to (half-heartedly) speak up for "the public option," so far nobody else seems to be defending the idea at all.  To say this is a disappointment is an understatement.  Part of the problem is that the senator all Democrats are deferring to on the issue is Teddy Kennedy.  Who has his own problems with healthcare right now, which precludes his being a leading and forceful voice to the public on the issue.</p>]]></description>

		<description><![CDATA[<p>The debate over what, exactly, "healthcare reform" means is about to hit fever pitch (so to speak), and instead of diving into the legislative details of what seems to be emerging from congressional Democrats, I would like to make a broad suggestion in how they should be framing the issue correctly.  Some may call this approach naive, but I truly believe that rather than fighting for one species of reform over the other, Democrats need to first adequately define the core principle they are fighting for.  Their "values" on healthcare reform, to put it another way.  And while it may not be achievable this time around, I think the goal Democrats should loudly proclaim they are attempting is a very simple one: nobody should ever go bankrupt because they get sick.</p>]]></description>
