		<description><![CDATA[<p>Even with all those caveats, however, Obama deserves a victory lap at this point.  At the heart of Obama's war plan for Libya was an enormous gamble that could have failed in any number of ways.  It didn't.  America successfully cleared the skies of Libya, and then "within days, not weeks" we bowed out of the lead role in the fight.  The French, the British, and the rest of N.A.T.O. stepped up to the plate and performed admirably well.  The American military continued in a support role -- exactly as Obama told us would happen -- and the outcome, at this point in time, has to be judged a clear success.</p>]]></description>

While Obama started the month still strongly riding the wave of public approval from the Bin Laden raid, this had mostly dissipated by the second week in June, and Obama's poll numbers flattened out after that.  The plateau he hit at this point is slightly higher than he had before the "OBL bump," but that's about the only consolation for Obama fans in the June numbers.<p>]]></description>

		<description><![CDATA[<p>President Obama is trying a new concept for America in Libya -- where we open a war, but then almost immediately bow out and turn it over to others to deal with.  In Libya's case, this means N.A.T.O., led largely by Britain, France, and Italy.  Libya is also another country with a few diplomatic fictions in place.  We're not supposed to be on anyone's "side" in Libya, even though it is obvious we are aiding the rebel forces.  We're not supposed to be explicitly for "regime change" (because the United Nations didn't approve it), even though we are quite obviously in favor of Ghaddafi leaving as soon as possible.  And nobody's supposed to be "arming" the rebels, even though as time goes by it becomes obvious that they're getting their ammunition from somewhere (not to mention uniforms, communications equipment, and other "non-lethal" support).</p>]]></description>

		<description><![CDATA[<p>Events on the ground in Libya, roughly one week after coalition warplanes and cruise missiles began flying, seem to have taken a turn for the better for the rebel forces.  Surprisingly, though, the American media and political establishment seems largely focused on any number of ways this war could turn out badly for America, for Libya, and for the world.  As city after city falls to the rebel forces, perhaps this narrative will shift somewhat.  President Obama is about to give a speech to the nation, which may help focus the media on what is actually going on in Libya, rather than speculating about what could happen.  Or perhaps not -- Obama's speech may become "the story" itself, and be picked apart word by word for the next few days, no matter what the rebels are doing in Libya.</p>]]></description>

		<description><![CDATA[<p>Admiral Mullen, the chairman of the Joint Chiefs of Staff, made the rounds of the Sunday morning political shows yesterday, to lay out the Obama administration's plan for this war.  Very few people in the media listened to what he said.  The war plan for Libya -- if everything goes perfectly -- can be summed up as: "Lead the initial attack with cruise missiles.  Spend a few days bombing command-and-control infrastructure, and generally kicking butt as we see fit.  Take out as many Libyan Air Force assets as possible.  Then turn the entire thing over to 'the coalition' and step back into a support role.  Let the French, the British, and the Arabs (and anyone else who wants to join in) supply the warplanes and pilots to patrol the no-fly zone from this point onward, while American pilots fly the electronic jamming planes and intelligence aircraft necessary to provide the fighters with an accurate picture of what's going on."</p>]]></description>

		<description><![CDATA[<p>The world's opinion-makers, in both government and media, seem to have settled on the idea that imposing a "no-fly zone" over Libya would be a good idea for all concerned.  Not everyone has jumped on this bandwagon yet, but it seems to be the most popular option under discussion by those advocating "doing something" about the situation in Libya.  But would a no-fly zone really change the dynamic all that much?  Even if it had been imposed two weeks ago, would it have achieved any real goal?  These are hard questions to answer, but anyone advocating a no-fly zone (especially one largely imposed by the U.S. military) really does need to at least consider them.</p>]]></description>

		<description><![CDATA[<p>Now, obviously, events have changed the situation on the ground dramatically since Obama gave this speech over a year and a half ago.  In the last two months, two governments have fallen -- including Egypt's, where Obama gave his speech -- and many more are in danger of falling (to some degree or another).  Libya is currently in the midst of what can only be termed a civil war, as a result of the wave of "people power" spreading throughout the region.  Leaders even of countries that have not yet had mass demonstrations are scrambling to make political reforms happen as fast as they possibly can, in the hopes of keeping their populace happy enough that these leaders may remain in power.</p>]]></description>

You know what?  They're right.  I am calling on the middle class and the working class and all the other classes that make up over 19 out of every 20 Americans to start fighting back.  Note that, please -- fighting <em>back</em>.  Because there has indeed been class warfare waged in America in recent decades, and our class is <em>losing</em> -- and losing badly.  The wealthiest of the wealthy -- the modern-day robber barons among us -- have been successfully waging class warfare on the rest of us for so long now that <em>I am sick of it</em> and I think it's time the rest of us fought back, rather than meekly submitting to the whims of the moneyed class.  So, before my critics even have a chance to respond, I will save them the trouble -- you are <em>damn right</em> that there is class warfare happening in America.  By admitting this, I'm urging the people who have borne the brunt of the situation to wake up and begin to stand up for what is right.</p>]]></description>

It was sending their sons and their brothers and their husbands to fight and to die in extraordinarily high proportions relative to the rest of the population. We were taking the young black men who had been crippled by our society and sending them 8,000 miles away to guarantee liberties in Southeast Asia which they had not found in Southwest Georgia and East Harlem. So we have been repeatedly faced with the cruel irony of watching Negro and white boys on TV screens as they kill and die together for a nation that has been unable to seat them together in the same schools. So we watch them in brutal solidarity burning the huts of a poor village, but we realize that they would never live on the same block in Detroit. I could not be silent in the face of such cruel manipulation of the poor.</p>]]></description>

This has worked, so far, as designed -- it removed Obama from the political scene in Washington, while serious jockeying for position takes place among both major American political parties (leadership elections will be one of the first things the lame duck Congress will do when it reconvenes next week).  This also has allowed Obama a pause to consider exactly what his next political steps are going to be, now that he faces two years of a politically-divided Congress (with Republicans in charge of the House, and Democrats still nominally in charge of the Senate).</p>]]></description>

		<description><![CDATA[<p>Democrats in the 111th Congress may be down, but they are not quite out yet.  Due to the quirky nature of our political calendar, the "old" Congress will reconvene in a week or so, and stay in session through December, and then the "new" or incoming Congress will be convened for the first time in January.  What, if anything, this "lame duck session" will accomplish is an open question.  They certainly won't have any shortage of issues to tackle, and this may well be the last chance Democrats get at moving their agenda forward for the next two years.  Whether they will take this window of opportunity to do so or not remains to be seen, though.</p>]]></description>

The word "Republican" is not uttered once by President Obama.  Rahm only uses the word four times, and only two of those are really drawing distinctions between what Democrats want to do, and what Republicans want to do (or, more to the point, not to do).  And <em>neither one of them</em> uses the word "Democrat" (or "Democrats" or "Democratic") <em>once</em>.</p>]]></description>

		<description><![CDATA[<p>Rand Paul, who just clinched the Republican Party nomination for the Senate race in Kentucky, is apparently not quite ready for primetime.  His recent remarks on the Civil Rights Act painfully show why being a politician is not as easy as some people think.  The problem for Paul, son of Ron Paul, is that even if he somehow survives this flap, it is almost guaranteed that there are going to be plenty more of them during the campaign.  Because both Pauls, father and son, are (at heart) libertarians.  Which requires some explanation, because many folks have never come into contact with the concept of libertarianism.</p>]]></description>

		<description><![CDATA[<p>President Barack Obama has the potential of having a pretty good second year in office.  Conventional inside-the-Beltway wisdom is that "nothing much gets done in a congressional election year," but this ignores the fact that life itself does not halt for electioneering, but rather keeps right on happening.  And there are quite a few positive things either explicitly scheduled for 2010, or at least very likely to happen.  This doesn't automatically mean the president is guaranteed to have a great year, but it certainly sets the scene for Obama managing to have a fairly good year.</p>]]></description>

		<description><![CDATA[<p>At first glance, it seems like nobody's happy with President Obama's new Afghanistan strategy, announced Tuesday night before an audience of West Point cadets.  Voices from the left and right (for different reasons, of course) are decrying the president's decision as not what they wanted to hear.  Hard-liners are attempting to score political points, from both sides of the aisle.  But when you strip away the heated rhetoric, what remains?  To me, the core question becomes: "Is Obama's new policy a good thing or a bad thing, and does it have a chance of working?"  OK, that's really two questions.  And, for now, I think the answer to both is: "Maybe."  Maybe, and then again, maybe not.</p>]]></description>

And, although not reflected in our once-a-month snapshot, the truly worrisome thing for the White House is that for the first time, Obama's numbers flirted with going below 50 percent.  This isn't an enormous deal (as, for instance, going below 40 percent would be), but it is still a big red flag to politicians, because it means you don't have the job approval of over half of the public.</p>]]></description>

		<description><![CDATA[<p>Much like Sherlock Holmes' non-barking nocturnal canine, the remarkable thing about President Barack Obama's poll numbers last month was that nothing remarkable happened.  Both trendlines were pretty flat for the month, which was the second month in a row of little movement. 		<description><![CDATA[<p>I speak, of course, of the new healthcare reform compromise idea being batted about over in the Senate.  Trying to build a bridge between the public-option-supporting Progressive Democrats and the fiscally-conscious Blue Dog Democrats was always going to be the Grand Compromise which had to be forged to pass a bill.  Various ideas have been floated to build this Compromise Bridge (my metaphors seem to be getting all mixed up today), which all eventually collapsed into the metaphorical chasm below.  The "trigger" option, where a public option would be in the law but wouldn't activate unless a "trigger" was pulled at some later date was probably the most-talked about plan prior to this, mostly because it was the favorite of the only Republican who actually may vote for healthcare reform in the Senate.  The "co-op" plan, which will be in the bill Max Baucus' committee votes on (Um, guys?  Weren't you supposed to have voted this week?  I'm just saying...), has also been declared a non-starter.</p>]]></description>

This may come as a shock to some, since the mainstream media (at least on television) have pretty much ignored this fact for around seven years now (so much so that Afghanistan became known as "the forgotten war" for a while).  But the reporting on what President Obama is going to do next in Afghanistan has been so over-the-top in the past few weeks, it has astonished me (and I do not astonish easily, especially when it comes to the idiocy of the evening news).  More stories have run on Afghanistan, I would be willing to venture, in the past two weeks than have run in the past two years.</p>]]></description>

While America's attention was largely focused on Baghdad, many forgot our military was even in another country.  But these days, Afghanistan is hard to miss in the headlines.  Rumors are swirling over what President Obama will do there -- increase American troops, draw down troops, keep the same troops (it depends on which headlines you read) -- and how he will change our strategy and goals.  Talk of "failure" is rampant, except that now it is not coming from the anti-war crowd, but instead from the Pentagon.  President Obama needs to get out front on this issue, by beginning to talk about our newly-forgotten war: Iraq.</p>]]></description>

		<description><![CDATA[<p>In the calendar of politics, throughout the year, the label "Take Out The Trash Day" is attached by the media to Fridays.  Late Friday afternoon (or even evening, after the national television news deadline), the White House releases news that they'd really rather just ignore -- and would be very happy if everyone else ignored as well.  There's a good reason for this timing: Friday evening (and Saturday as well) is the time of week when the least amount of the public is paying attention to the news.  Meaning that embarrassing or awkward stories can be released with the fewest possible ripples in the body politic's attention.  But this concept sometimes broadens to encompass an entire week.  With Congress, the president, and what the White House hopes is a maximum amount of the public all on vacation this week, it seems to be the time to toss a few news stories over the wall, in the hopes that they'll get less attention than normal.</p>]]></description>

"It seems the only way we're going to get bipartisanship in this town is if I lead the way," he said, in brief remarks before leaving for vacation.  "The Republicans have refused to work with me because I'm a Democrat, and Republicans' biggest strength has always been the ability to fall into line with whatever their leaders tell them, unlike other certain unnamed political parties in America..." This, when it comes to the actions of the previous administration, means Obama is content to just identify any problems with George Bush's (and Dick Cheney's) methods on security and intelligence matters, rectify any abuses and correct any mistakes, promise we'll never do it again, and move on.  Obama has never advocated -- and, indeed, done what he could to discourage -- any sort of investigation into Bush's actions in response to 9/11 (some of which continued throughout Bush's two terms).  Obama's opposition to such investigations has been steadfast and unwavering.  He has even (now that he leads the executive branch himself) strongly argued in the courts against any examination of how executive branch power was used under Bush.</p>]]></description>

		<description><![CDATA[<p>President Obama recently reversed his position on an appellate court ruling which orders the release of hundreds of torture photos, and is now saying he will fight the decision.  Since the court in this case is already a federal appellate court, this would seem to mean that the Obama administration will file an appeal with the Supreme Court.  The practical effect of this filing will be to delay any action until October, when the court's next session begins.  And since the court does not rule immediately in most instances, it will likely delay it at least until the end of the year.  This leads to the question of whether this delay is precisely the desired outcome for Obama -- six months of breathing room on the matter.</p>]]></description>

		<description><![CDATA[<p>Taking that last one first, the status in Washington is fast approaching Officially Freaking Out (in the tradition of acronym-crazy D.C., I will refer to this from now on as "OFO") as they contemplate the city being overrun by Inauguration visitors.  To put this in perspective, Washington's population is around 600,000 people.  Estimates of the crowd which has even now begun descending on the city range from one million up to three million.  Three million people is <em>five times</em> the population of the city.  For comparison, take the population of the town or city you live in and multiply it by five.  Now picture that many out-of-towners arriving for an event.  It's like Woodstock descending on a small town, in other words.  Or, if you prefer, a Medieval siege.  No word yet on where to park the catapults and trebuchets.</p>]]></description>

		<description><![CDATA[<p>[I'm not normally this lazy, but today I think I will sit back and let the presumptive Democratic nominee for president speak.  Barack Obama was roundly castigated by the media last week for a non-story (because he said he might "refine" his Iraq policy).  This seemed to fit into the media narrative of "Barack's a flip-flopper," which they had been pushing hard.  But anyone who has listened to what Obama actually has said during the campaign about Iraq was surely scratching their head, since his recent remarks were pretty much what he's been saying all along.  Since the media went into overdrive on this non-issue, Barack has been fighting back.  And, as I <a href="http://www.chrisweigant.com/index.php/2008/07/14/obama-frames-iraq-right-bush-and-mccain-slow-to-react/">discussed yesterday</a>, Iraqi Prime Minister Maliki has given Obama a huge opening by demanding a timetable for American troops to leave Iraq.  Obama has been taking advantage of this opportunity, first by penning <a href="http://www.nytimes.com/2008/07/14/opinion/14obama.html?_r=3&#038;oref=slogin&#038;pagewanted=print&#038;oref=slogin&#038;oref=slogin">an op-ed article</a> in yesterday's <em>New York Times</em>, and today by giving a speech on foreign policy.  While this was a wide-ranging speech which addressed more than just Iraq, I think it is worth excerpting Obama's strong commitment to ending the Iraq war, in case anyone's been listening to too much mainstream media in the past week or so. An unnamed oil market analyst on NBC last night put the price of a barrel of oil after an attack on Iran as "name your price," and then went further with "$300, $400 a barrel."  Put in perspective, this would be around $10.00 to $13.50 per gallon to fill up your car.  If your tank held 15 gallons, this would cost you from $150 up to almost <em>two hundred dollars</em> for a single fill-up.</p>]]></description>

		<description><![CDATA[<p>Anyone who thinks that the treatment Barack Obama has gotten from the media during this campaign is remotely the same as the treatment John McCain has received just <em>has not</em> been paying much attention.  Because this pro-McCain prejudice has been both pervasive and unremarked-upon throughout almost the entire news media during the entire campaign season.  McCain has even joked that the media is "his base" of support.  It was a funny line, but there is an enormous truth at its core: the media has been hard on Obama but unbelievably light on John McCain.  And this has to stop.  Now.
