		<description><![CDATA[<p>The "Gerry-Mander," originally, was a flying lizard -- or, one might say, a dragon.  In March of 1812, the <em>Boston Gazette</em> published <a href="https://en.wikipedia.org/wiki/File:The_Gerry-Mander.png">a cartoon</a> based on a district the governor at the time (Elbridge Gerry) had approved.  The cartoonist thought it looked like a salamander, drew the winged lizard, and thus introduced the word "gerrymander" to the politician lexicon.  In current American politics, a wide group of citizens are now girding their loins and seeking to slay the gerrymander dragon, once and for all.</p>]]></description>

		<description><![CDATA[<p>In the most recent <em>Washington Post</em> <a href="https://www.washingtonpost.com/page/2010-2019/WashingtonPost/2017/07/16/National-Politics/Polling/release_480.xml?tid=a_inl">public opinion poll</a>, only a little over a third of the respondents (36 percent) approve of the job President Donald Trump is doing.  This is the lowest rating for any president, roughly six months into the job, <em>since polling began</em>.  It's historically dismal, in other words.  But while this is good news for the Democratic Party looking towards the midterm 2018 elections, there was one other poll question that should have them at least a little worried.  When asked if Democrats "stand for something" or "just stand against Trump," only 37 percent responded that the Democratic Party stood for something.  A whopping 52 percent said the party is now solely defined by their opposition to Trump.</p>]]></description>

		<description><![CDATA[<p>In the aftermath of this week's special House election in Georgia, the question has arisen whether Nancy Pelosi should continue to hold the House Minority Leader position, heading into the 2018 midterm elections.  It's a valid question, since Republican Karen Handel seemed almost to be running against Pelosi herself, if you saw any of her campaign ads or literature.  Her entire strategy seemed to be to link neophyte politician Jon Ossoff with Pelosi -- and not in a good way.  It's impossible to tell how much this contributed to Ossoff's loss, but if the answer to that question turns out to be "four percent of the vote or more," then demonizing Pelosi would have been the difference between his winning and losing.  So is it time for Nancy to go?</p>]]></description>

		<description><![CDATA[<p>America is in the midst of a dramatic shift in public opinion, one which began at least a decade ago and shows no signs of reversing any time soon.  The concept of fully legalizing marijuana for adult recreational use must now actually be considered <em>the mainstream opinion</em> in America.  The latest nationwide poll (that I have seen) put national support for legalization at a whopping <em>60 percent</em> -- higher than it has ever previously been.  Next Tuesday, five more states will vote on the issue on their ballots.  Two of those states are on the East Coast.  One of the five is the most populous state in the country, with over 39 million people living in it -- fully one-eighth of the total US population.  Polling is sketchy on the issue (it always is), but it certainly looks possible that recreational marijuana legalization has a good shot of winning, in all five states.</p>]]></description>

This very idea runs counter to all the dire warnings about money's corruptive influence on American politics, of course, but it makes it no less true -- at least in certain situations. 		<description><![CDATA[<p>Today's article title is meant as commentary on the media's overreactions to the first big round of primary election results (announced last night), and not any sort of supportive call to arms.  Just to be clear up front, in case anyone was expecting a very different sort of article.  It really should read "The Tea Party Is Dead / Long Live The Tea Party," since it represents a clear dichotomy in how pundits reacted to the primary results.  Since the Tea Party candidates didn't do very well (and even that's putting it charitably) in this first big round of primaries, many are now proclaiming total victory for the Establishment Republican faction of the Republican Party, and an absolute rout of the Tea Party faction.  The second way of interpreting the results warns that rumors of the Tea Party's death are premature, and that what <em>really</em> happened was that the Tea Party's takeover bid for the entire Republican Party is now a complete success.  The Tea Party won, this way of thinking goes, because they have now <em>become</em> the Republican Party.</p>]]></description>

To put it a little more concretely, the Tea Party may be losing some of its outsized influence over the Republican Party. The Tea Party rode high in the 2010 election cycle, and was again influential during the whole 2012 race, but one has to wonder if the luster of the Tea Party's shine is beginning to wear off -- even among Republican primary voters.  The next few months will tell, as sitting Republicans either win their primaries or are dethroned by their Tea Party challengers.</p>]]></description>

		<description><![CDATA[<p>Gallup just <a href="http://www.huffingtonpost.com/2013/10/22/legal-marijuana-poll_n_4143995.html">released a poll</a> showing a large majority -- 58 percent -- of the American public now thinks marijuana should be fully legalized for adult recreational use.  This is somewhat stunning news.  The "somewhat" part is that this is really only a continuation of a decades-long trend towards acceptance in public opinion.  The "stunning" part is how quickly it is now happening.  In fact, it might be fair to say that we may only be a year or two away from marijuana legalization reaching a political "tipping point" from which there will be no going back.  I wrote <a href="http://www.chrisweigant.com/2013/03/25/the-gay-marriage-tipping-point/">earlier this year</a> that gay marriage can now be seen to be over this "tipping point" -- it's hard to now imagine going back to the days of "Don't Ask, Don't Tell" and the Defense Of Marriage Act.  Legalizing marijuana hasn't hit this point of no return yet... but it certainly can be glimpsed on the horizon.</p>]]></description>

Nothing will get done with such divided government, such conventional wisdom dictates.  We're in for a long and bitter two years of legislative gridlock.  I try to be an eternal optimist (while still staying within the bounds of reasonableness), and I can't help but wonder if this thinking may turn out to be wrong. 		<description><![CDATA[<p> The individual mandate is the least-liked part of healthcare reform.  It really has no natural constituency other than insurance companies.  There was no call from the public to include this in the final law (as there was with the "public option," in comparison).  The Left wasn't in favor of it, and it causes apoplexy over on the Right.  President Obama did not campaign on the individual mandate (although Hillary Clinton did, I should point out), so he obviously didn't think it was all that important (or all that good an idea, take your choice) before he got elected.  Since the mandate appeared, very few people have bothered defending it in public.  Its appearance in the debate was obviously a direct result of demands from the health insurance industry, who will be the obvious beneficiary of the plan.</p>]]></description>

There will be a nationally-televised Republican presidential candidate debate, and then a few days later the Ames Straw Poll will take place.  The straw poll is (as always) being hyped in the media as the "first voting" in the upcoming presidential nominating contest.  But the media should pay more attention to what is happening in Wisconsin this week, because rather than some "vote"-buying exercise (that always proves itself to be completely meaningless in the grand scheme of the presidential election process), Wisconsin could prove to be a much better weathervane in terms of predicting which way the political winds will be blowing, come next year.</p>]]></description>

		<description><![CDATA[<p>It's "Budget Season" once again in Washington, and since it's going to be a particularly contentious and complex one this year, it's worth taking a moment at the beginning to provide an overview of the entire process which is about to play out over the next two or three months.  There are, at this point, three main budget battles to be fought.  One of these isn't strictly a budget battle, but will likely devolve into one, hence its inclusion in the list.  Two of these have hard and fast calendar deadlines. 		<description><![CDATA[<p>President Barack Obama gave an afternoon press conference today, and he sounded a lot more confident than he has sounded for quite a while.  The reason for this is that the 111th Congress is ending with a bang, and not the expected whimper.  After the Democrats' "shellacking" (to use Obama's preferred term) in the midterm elections, few inside-the-Beltway prognosticators figured much of anything would get done in the lame duck session of Congress before the newly-elected Congress is seated in January.  As it turned out, this conventional wisdom was wrong.  The lame duck Congress produced more weighty legislation than most lame ducks manage -- a fitting end to two years with more significant legislative victories than any Congress since Lyndon B. Johnson (or even Franklin D. Roosevelt, depending on how you score these things).  Which is why President Obama had good reason to sound as confident as he did today.</p>]]></description>

		<description><![CDATA[<p>Republicans in Congress are going to be interesting to watch for the next two years, as they try to cope with the influx of the Tea Party Republicans who have just been elected to office.  Some of these skirmishes are happening already, as both parties prepare to hold their official party caucus meetings this week, where they will vote on their leadership positions and on their policies for the next Congress.  The Tea Party Republicans failed to elevate Representative Michele Bachmann to the lowest rung of the House leadership positions, causing her to withdraw her candidacy last week.  But just today, the Tea Partiers seem to have won a policy battle over in the Senate, as the establishment Republican leader Mitch McConnell just announced that he has seen the light on banning earmarks -- a dramatic reversal of his position up to this point.</p>]]></description>

This has worked, so far, as designed -- it removed Obama from the political scene in Washington, while serious jockeying for position takes place among both major American political parties (leadership elections will be one of the first things the lame duck Congress will do when it reconvenes next week).  This also has allowed Obama a pause to consider exactly what his next political steps are going to be, now that he faces two years of a politically-divided Congress (with Republicans in charge of the House, and Democrats still nominally in charge of the Senate).</p>]]></description>

Due to the quirky nature of our political calendar, the "old" Congress will reconvene in a week or so, and stay in session through December, and then the "new" or incoming Congress will be convened for the first time in January.  What, if anything, this "lame duck session" will accomplish is an open question.  They certainly won't have any shortage of issues to tackle, and this may well be the last chance Democrats get at moving their agenda forward for the next two years. 		<description><![CDATA[<p>An interesting article caught my eye last week, but what with all the election hoopla, I haven't had a chance to write about it before now.  But even if it went mostly unnoticed by the public at large, it was an important and downright <em>scathing</em> indictment of the Democrats' complete inability to get their message out, so it certainly fits in with our theme here on Fridays.  Some may feel, perhaps, that the word "indictment" is too strong to use here.  I disagree.  In fact, I'll make the statement even stronger: this article is an absolute <em>epitaph</em> -- which should be carved into the gravestone laid on top of the corpse of the Democrats' efforts to communicate their virtues to the voters in the 2010 midterm elections.</p>]]></description>

		<description><![CDATA[<p>President Obama, of late, has been doing quite a bit of soul-searching over his first two years in office.  It is odd for this to be made public just before an election, instead of just after one, but it does show, at the very least, that Obama is starting to learn some important lessons from his performance so far.  Of course, it can be argued that it may be too late for Obama to have learned these lessons, but then he still does have over half of his term to serve -- so I say better late than never, personally.  And (without a shred of evidence to make such a claim) I would also say that the fact that Obama's realization that he has room for improvement comes <em>almost immediately</em> after Rahm Emanuel left the White House is, indeed, no coincidence.</p>]]></description>

		<description><![CDATA[<p>Of course, there was a bold way Obama could have acted on the issue, but looking at his past record, it would have been nothing short of downright astonishing if he had taken it.  This would have been to perform what I would call (keeping in mind I am no lawyer, and realizing there already may be a term for this, which is unknown to me): "prosecutorial nullification."  In other words, the government agency (in this case, the Attorney General) could have decided: "The judge is right, this is unconstitutional, therefore we will no longer defend this law in the courts, and let the ruling stand."</p>]]></description>

The first of these opportunities is on the growing foreclosure crisis.  The second is on the recent federal judge's ruling that will end the military's ability to enforce the "Don't Ask, Don't Tell" (DADT) policy of excluding openly gay people from serving in the military. 		<description><![CDATA[<p>California will vote in a few weeks on Proposition 19, which would (if it passes) effectively legalize the recreational use of marijuana in the state.  Chances of it passing seem to be growing, if you'll excuse the metaphor, like a weed.  Right now, the poll numbers for Proposition 19 are better than the numbers for Democratic gubernatorial candidate Jerry Brown or Democratic Senator Barbara Boxer against their respective Republican opponents, for instance.  Meaning California could become a "test case" state in challenging federal laws on the matter.  But what would this mean, practically?  Well, a lot of it hinges on how President Barack Obama reacts.  Which is impossible to say right now, but at least we can examine the possibilities, now that California legalizing marijuana seems to have moved from the "pipe dream" category (sorry about that, I couldn't resist) to a very real political possibility, if the polling trend continues.</p>]]></description>

		<description><![CDATA[<p>The House Republicans' "Pledge To America" document, released last week with much ballyhoo, appears to not be quite the rallying cry they had hoped for.  It seems that very few Republican candidates for office are embracing the Pledge as a ready-made campaign platform, or as some sort of blunt instrument to wield against Democrats.  But none of this may matter, depending on how the media eventually decides to tell this story.  Because the myth is always stronger than the reality, and the media simply <em>loves</em> simplistic storylines.  Meaning the Pledge may indeed eventually be seen as the second coming of the "Contract With America."  Which is, ultimately, even more ironic.</p>]]></description>

		<description><![CDATA[<p>American schoolchildren are not the best in the world when it comes to doing math.  This is a fact which is proven over and over again by comparing test scores here with those achieved in other countries.  The long-term problem with this, though, is one few people ever think about -- those kids grow up to be American adults, who still apparently can't do basic math.  And, not to put too fine a point on it, this includes politicians.  Either politicians can't do math themselves, or they cynically know that their constituents can't do math and exploit this when making promises to the public.</p>]]></description>

		<description><![CDATA[<p>Christine O'Donnell was going to appear on two nationally-broadcast Sunday political chat shows this weekend; <em>Face The Nation</em> on CBS, and <em>Fox News Sunday</em>.  She appeared on neither, citing scheduling conflicts with a picnic in Delaware.  Even Fox News didn't really buy this explanation, which is truly saying something.  But it really should come as no surprise to anyone who has been paying attention this election cycle, because this appears to be the new Tea Party media strategy: "Don't talk to the media.  Ever."  What remains to be seen is whether it will work or not.  If it proves successful, look for many future candidates across the political spectrum to copy this strategy in future races.</p>]]></description>

This will be reported on and commented on by a wide array of people in the media, from all sides of the political landscape.  But why is it that media "full disclosure" rules seem to be completely ignored during such debate by the punditry?  Because by all rights, anyone in the media talking about raising income tax rates on the top two income brackets should have to disclose their possible conflict of interest in the debate.  It wouldn't take much, just a simple declaration: "Full disclosure, I fall into the top tax bracket myself, so I would personally be affected by changing this rate."</p>]]></description>

In it, he signaled that he's completely over his obsession with chasing the non-existent pipe dream of bipartisanship from Republicans.  Obama dove into the 2010 election season fray with this speech, and appeared much more like the "Candidate Obama" that so many of his supporters have been missing for so long.  In a speech that was touted as an announcement of a legislative package to get the economy moving faster, Obama not only rolled out his economic ideas, but also did a better job of defining the Democratic narrative than he's done in quite a while.</p>]]></description>

		<description><![CDATA[<p>The big fight this election season hasn't really dawned yet.  And all the issues in the past will likely pale in comparison to the big fight that's just ahead of us.  Senate Majority Leader Harry Reid (to his credit) set up this fight, right before the midterm election's homestretch.  The big fight this year is going to be over extending the Bush tax cuts to the wealthiest two percent of American workers, and to the top three percent of American small businesses.  On the other side are, respectively, <em>ninety-eight percent</em> of American workers, and <em>ninety-seven percent</em> of American small businesses.  Not bad odds, even for Democrats.</p>]]></description>

Yes, as we've done consistently for the past 133 weeks, we demand that the Defense Department's budget be zeroed out entirely. Which, ironically, means the White House and the "professional left" have now achieved parity in that both sides express withering contempt for the other. This is a good thing for Democrats, because it means putting the last spadeful of dirt on the carcass of President Obama's hopes of bipartisanship in Washington during his term of office.  But while Obama has recently begun to make the case to voters why electing Democrats this November is a good idea, Vice President Joe Biden has apparently been doing a much better job in terms of framing the debate on Democratic terms.  Which means the smartest thing Obama could do right now is to send the Vice President out in front of the media and in front of campaign events to make the case a lot more strongly than Obama could (or should).  In other words: more Biden, please.</p>]]></description>
