Romney's "Very Poor" Choice Of Words

Mitt Romney's gaffe last week (reproduced in full, above) is going to wind up the "gaffe that keeps on giving" for Barack Obama and the Democrats in this election cycle. Because the more Romney's comment is examined and dissected, the worse it looks for him. This could, in fact, be the defining moment for Mitt Romney as a national political presence. That phrase is often bandied about in politics, but I use it here in the full literal sense of "defining moment" -- a point in time which absolutely cements an image in the public mind of who you are and what you stand for as a politician. The image, quite obviously, is not a good one for Romney.

President Obama last night unveiled a new twist on an old idea in his State Of The Union address to Congress -- limit the loopholes and tax giveaways that very wealthy people use to reduce their taxes far below the rate honest workers pay. Obama called for a minimum tax rate of 30 percent on income over one million dollars. To some, this sounds like a radical idea, but it really isn't. It is merely a refinement of a part of the tax code that has been with us for decades: the Alternative Minimum Tax.

So here's my proposal: Congress should pass a new schedule of fines. Each would be worded thusly: "the fine shall be $10 million, or 10 percent of the profits the company reported on its annual shareholders' report last year, whichever is larger." That'd be for a minor fine, of course, like a parking ticket. A bigger infraction would lead to, say, "50 percent," or "100 percent," or even higher.

Collins is, I remind everyone, nominally a member of the Republican Party. She's right -- this could defuse a major talking point for Republicans, and do it in a very elegant way. As I said, Democrats should be beating a path to her office door, to quickly work this idea up into legislation that Democrats can support. It is one of the best ideas I've heard all year, and it deserves serious consideration not only because the idea itself is so workable, but also for the sheer politics of it all -- this could take away a big GOP talking point, right before election season begins. If the committee fails, though, there are supposed to be "triggers" pulled -- automatic cuts to both domestic spending and military budgets. But you know what? A Quick Separation-Of-Powers Historical Footnote

The issue of what, exactly, "three co-equal branches" means in American government -- and, more importantly, what happens when two of them disagree -- goes back a long way. Further than Franklin Roosevelt, further even than Abraham Lincoln. The first president to truly tangle with the Supreme Court was actually Andrew Jackson, who fought the court on two separate issues: Jackson's policy of "Indian removal," and the Second Bank of the United States. The first one is where Jackson responded (according to legend -- he may not have actually said this) to a court ruling against him: "John Marshall has made his decision; now let him enforce it!" By doing so, Jackson was stating his open defiance of a Supreme Court decision, and pointing out that the Executive Branch actually controlled the levers of federal power, and not the Judicial Branch.

Someone in the White House recently leaked what should have been apparent to everyone all along -- that the Pentagon is preparing to withdraw all our remaining troops from Iraq, by the end of this year. Less than 200 will remain, to guard the embassy, but all our other brave men and women in uniform will be home to celebrate the dawning of a new year.

I read this on a bumpersticker a few decades ago, although I must admit I haven't bothered to research the phrase's origins. Wherever it came from, the idea is a simple (and amusing) one: when the so-called "leaders" aren't leading, then the People will step in and do it for them. Eventually, the "leaders" will wake up to what is going on and get on board themselves, pretending to have led the movement all along.

The protesters in the Occupy Wall Street movement have been getting criticized for not being focused enough, or not providing a list of demands, or not having leaders, or any number of other things by the media. But this can be forgiven, because the media are now at least paying attention, rather than just completely ignoring the protest. What surprises me is that the media (at least so far) haven't realized the frustration the protesters feel is the real story here. Call it free-floating rage, if you will. Or, even better, call it an updated Howard Beale moment.

Elizabeth Warren's Campaign Takes Off

Elizabeth Warren is a polarizing figure. Liberals love her with a fierce passion. Republicans hate her with a fiery passion. What this means is that lots and lots of money from outside the state will be pumped into this race. The reason why Democrats are going to be watching this race closer than any other Senate race next year is easy to see: this may be the only state Democrats have a good chance to pick up a seat from the Republicans. The math isn't good for Democrats this time around in the Senate, and they are in danger of losing control of the chamber next year. Warren may be the sole bright spot in this environment for Democrats.

Our Gay Revolutionary War Hero

Today marks the end of the "Don't Ask, Don't Tell" policy of not allowing gay servicemembers to openly do their duty in the American military. There are plenty of other columns out there celebrating this fact, so instead of going into details, I'd like to offer an excerpt from a book I recently read. The book is One Nation Under Sex, by Larry Flynt and David Eisenbach, Ph.D. Whatever you may think of Flynt for his other activities, his books are always a good read and always exhaustively researched and annotated. Which is why his telling of this particular story is the best I've yet come across. Gay people have been in the United States military from the very beginning. They've always served, the only change now is that they'll be able to do so without having to hide who they are. Which is why this is such a good lesson to ponder on today of all days.

Obama Redefines Populism

"Populism" is a word that gets thrown around with abandon by folks masquerading as journalists on television these days. Sarah Palin had the word used to describe her, and later, the entire Tea Party movement was labeled "populist" by the chattering classes. Today, President Obama unveiled a truly populist agenda, by proposing to tax millionaires at the same tax rate that middle-class Americans pay. By doing so, Obama will (hopefully) redefine the term "populism" in the political conversation. Or, to be technical, he will re-redefine the word back to what it originally meant.

Senator Jeff Merkley of Oregon has just proposed a stunningly good idea: for all legislation which emerges from the joint committee charged with lowering the deficit, direct the congressional "scoring" referee not only to provide the numbers for the impact on the federal budget, but also to provide data on the impact on the unemployment rate and the jobs situation. This is such an excellent idea, both on its merits and politically, that it should immediately be supported by all Democrats. Because it would force the public debate to cover the entire scope of the proposals being offered up, and it would do so by providing the data the public most cares about right now: how will this create or destroy jobs?

This should force pundits across the political spectrum to re-evaluate Rick Perry's campaign. Instead of seeing through the lens of: "what my circle of friends thinks of Rick Perry's gaffes," this time the pundits should focus a little more closely on: "what Republican primary voters think of Rick Perry as a candidate." Because, so far, they seem to be flocking to support Perry -- to the visible detriment of Mitt Romney's standing in the polls.

Obama's Libya Strategy Proves His Critics Wrong

Even with all those caveats, however, Obama deserves a victory lap at this point. At the heart of Obama's war plan for Libya was an enormous gamble that could have failed in any number of ways. It didn't. America successfully cleared the skies of Libya, and then "within days, not weeks" we bowed out of the lead role in the fight. The French, the British, and the rest of N.A.T.O. stepped up to the plate and performed admirably well. The American military continued in a support role -- exactly as Obama told us would happen -- and the outcome, at this point in time, has to be judged a clear success.

But perhaps I'm being too harsh. The reason the clip was edited down so much was that the other heckling clip was so much better -- Romney misspeaking, and then instead of just immediately walking it back, actually digging the hole deeper. In answer to a question about raising taxes on corporations, Romney answered (at first) that he wasn't going to raise taxes "on people." When the questioner yelled back "Corporations, not people!" Romney could easily have said something along the lines of "Sorry, I meant to say corporations -- I'm actually not going to raise taxes on people or on corporations, and here's why...." It would have just melded the whole thing into standard Republican dogma, and Romney would have been safe.

Wisconsin's Vote More Important Than Iowa's

This week is being touted, in the political world, as a big week in the state of Iowa. There will be a nationally-televised Republican presidential candidate debate, and then a few days later the Ames Straw Poll will take place. The straw poll is (as always) being hyped in the media as the "first voting" in the upcoming presidential nominating contest. But the media should pay more attention to what is happening in Wisconsin this week, because rather than some "vote"-buying exercise (that always proves itself to be completely meaningless in the grand scheme of the presidential election process), Wisconsin could prove to be a much better weathervane in terms of predicting which way the political winds will be blowing, come next year.

This is unacceptable. This is beyond dysfunctional. This is, in fact, an outrage. So I'm giving Congress a grace period of precisely two days, to get their butts back to Washington to fix this problem immediately. If I don't have a bill on my desk by the end of this Friday, I will instruct my Attorney General to immediately put every member of Congress on the "no-fly" list. To be blunt, if they can't find the time to fund the F.A.A. and prefer to take weeks off on vacation instead, then they will not be allowed to use the F.A.A.'s services in the meantime. Period.

Obama Poll Watch -- July, 2011

The easy answer to the question: "Who 'won' the debt ceiling debate?" is: nobody. The public sees everyone involved in a more negative light than when the whole manufactured crisis began. Hopefully, politicians will take note of this, but it is quite likely they will not, and this new standard of brinksmanship will become the norm, every time the debt ceiling debate arises. There's a comforting thought, after the past month, eh?

Which Three Democratic Senators?

The House and Senate are getting ready to vote on the deal struck to avoid America defaulting on her debts. Nobody knows exactly the magnitude of what is being cut in detail yet, and the news media seem more interested in the eternal "who's up/who's down" horserace nonsense than in informing the public what exactly has been agreed to in this deal. This should come as no surprise, since it is (as always) ever so much more fun for "journalists" to blather on about "what it all means" seen through the political lens, instead of "what it all means" in terms of... well, what it actually is going to mean for America. Perhaps in a few days, when they get bored with the political aspects, we'll finally find out exactly what the cuts are going to cover.

Can Speaker Boehner Survive?

As I write this, the House of Representatives has still not voted on Speaker John Boehner's plan to raise the debt ceiling. But no matter how the vote goes, the real question behind this week's action in the Republican caucus in the House may be whether Boehner will still be Speaker when the shouting's over and done. The simmering Tea Party factionalism may be about to explode into public view, in other words.

Congress' Real Deadline: Summer Vacation

There are now only a handful of possible outcomes of the debt ceiling standoff in Washington. We'll get to them all in a minute in more detail. One way or another, it's a pretty safe bet that the issue will (at least temporarily) be resolved by the fifth of August, at the absolute latest. Bank on it. The reason for such certainty is a simple one: if the debate goes on in any way past that date, then it will start to cut into Congress' month-long summer vacation. Which is (as any observer of American politics should know full well) the one unthinkable bridge-too-far in Washington. Because Congress' vacations are sacred... at least, to them.

Another Debt Commission? Really?

There is a grand tradition in Washington -- which is followed by both parties, at various times -- of avoiding big and politically-delicate problems. This tradition used to be called the "blue-ribbon commission," although for some reason the "blue-ribbon" part isn't used much anymore. But whatever you call it, this political dodge is created for one purpose and one purpose alone: to waste time. To the best of my knowledge, no commission (blue-ribbon or otherwise bedecked) has ever come up with a solution to anything which has been thus implemented by the politicians (again, of either party) to solve a big problem (although you could make an argument for the base-closing commission, I guess). But virtually all of these commissions have succeeded wildly on their main objective of wasting as much time as possible.

The bigger space news this week, sadly, was not that exciting. The final space shuttle mission just ended. Although I didn't see it specifically, a newspaper headline-writer with a sense of irony would have set the story under: "The Shuttle Has Landed." Because this week also saw an anniversary of import to the discussion -- 42 years ago this Wednesday, Neil Armstrong radioed back to Houston the immortal phrase: "The Eagle has landed," marking the first safe landing on Earth's natural satellite by the human species.

Americans are turned off by Republican extremism, and open to Democrats' willingness to compromise. The entire political world right now is holding its collective breath over whether a deal will be struck between President Obama and the leadership of Congress to raise America's debt ceiling. The more honest observers of this process have noted the "Kabuki theater" nature of the proceedings, as they wisely discount the possibility that the deadline will be reached with no agreement in place. "This is all for show," the jaded pundits assure us, "there will be a deal." But this reasoning can be taken one step further: not only will there be a last-minute deal, but the deal will not happen until that last minute -- and this is by design. While duelling press conferences amuse the public, behind the scenes the name of the game Obama and the Republicans are playing could rightly be called "The Big Stall."

The silly season has come early to Washington, it seems. The root cause is a simple fact of American politics these days -- sometimes, there just can't be transparency. That's a fairly provocative statement, so allow me to explain my reasoning in detail. Then, later on (in the talking points section of our program), we'll get into the option of the Fourteenth Amendment to the Constitution, and how Obama should be using it right about now. But for now, it's time for a sober assessment of where Washington currently stands.

As many were predicting, President Obama's bounce in approval polls due to the death of Osama Bin Laden did not last very long. While Obama started the month still strongly riding the wave of public approval from the Bin Laden raid, this had mostly dissipated by the second week in June, and Obama's poll numbers flattened out after that. The plateau he hit at this point is slightly higher than he had before the "OBL bump," but that's about the only consolation for Obama fans in the June numbers.

The mainstream media love to use opinion poll numbers to highlight the American public's disapproval of certain persons and institutions. But there's one poll number they never seem to get around to adequately reporting: their own. There's a reason for this, and it is a simple one. The media doesn't report their own poll numbers because their poll numbers stink, and it's less embarrassing to just ignore this fact rather than to report it.

Since the year is now exactly half over, I took the opportunity yesterday to tally up how much vacation time Congress has taken this year, so far. The answer is pretty shocking -- the House has taken 46 out of a possible 125 non-holiday weekdays off, and the Senate (not to be outdone) has gone on vacation for 49 days out of those 125. To put this another way, out of 26 weeks Congress could have worked, the House took over nine weeks off on vacation, and the Senate took almost ten weeks to play rather than work. Something for everyone to ponder as we all enjoy our measly three-day vacation this weekend!

Obama's Right: Congress Doesn't Work

President Obama, in his press conference yesterday, took Congress to task over the fact that it doesn't work. In fact, he did so in both senses of the phrase "doesn't work." Obama lit into Congress for not doing much in the best of times, and also pointed out the glaring fact that Congress sure does take a lot of vacation time, don't they?

No Budget? No Paycheck!

California has just concluded its first test of a radical concept: if legislators can't manage to do one of the most basic tasks they are hired to do in a timely manner, then cut their pay. No on-time budget? No paycheck. Period. And while there's not enough data to draw any hard-and-fast conclusions, the idea seemed to work exactly as it was designed: this time around, the politicians were very personally motivated to do their job.

Michele Bachmann's political fortunes are visibly on the rise. Mostly due to a well-received debate performance and a single good poll in Iowa, Bachmann is now the newest shining star to emerge on the stage of the Republican presidential nomination contest. Whether she later proves to be a flavor-of-the-week or whether she actually has staying power is still an open question, at this point. But what appears increasingly obvious is that Bachmann's rise is coming at the expense of another Republican woman's draw on the Republican primary electorate: Sarah Palin.

Sometimes special elections are harbingers of things to come. And sometimes they are not. The tricky part is that nobody can tell the difference until long afterwards. Which certainly doesn't stop rampant speculation in the meantime. Last night, a Democrat pulled off a surprising upset in New York's 26th congressional district, in an election that was forced due to the resignation of a House member who got caught trolling the internet (with shirtless pictures, no less) for extramarital fun and games. What this signifies for the 2012 election is anyone's guess, at this point.

It's rare for me to have a moment of pity for someone like Newt Gingrich, but I have to admit I'm feeling a little sorry for the guy this week. But before we delve into Newt's campaign problems in greater detail, it seems to me that most pundits are missing a big underlying new reality in the Republican Party. The focus has all been on Newt himself, what he said, and the subsequent ire directed at him by prominent Righties. But after the dust settles on the incident itself, people are going to notice the bigger fact this fracas has illuminated: Republicans are doubling down on Paul Ryan's budget rather than backing away from it, to the point where it has now become the acid test for Republicans in 2012. Which should be good news for Democrats.

The Library of Congress today announced the launch of what they're calling a "National Jukebox" which puts the entire pre-1925 Sony catalogue of recordings online to the public for free. This is the coolest use of tax dollars I've seen in quite a while, so I thought I would give it the exposure it deserves.

In roughly two months, President Barack Obama is going to announce the beginning of the end of America's longest war. He could not have known, when he initially set this summer for the beginning of the withdrawal of American troops from Afghanistan, that the timing would work out so perfectly. With Osama Bin Laden now dead, it's going to be a lot easier to begin pulling out of Afghanistan. The only question left to ask is how fast this drawdown will be accomplished.

Again, this is not science fiction. It's a reality that already exists in the skies over at least two countries right now (and possibly more). Robots are killing humans. These robots are not acting on their own, they are fully controlled by human operators -- but the next generation of drone aircraft will not need a human to operate them (again, this is fact, not supposition). Robot artillery, robot tanks, and robot infantry cannot be all that far behind. War as the ultimate video game, in other words.

President Obama is trying a new concept for America in Libya -- where we open a war, but then almost immediately bow out and turn it over to others to deal with. In Libya's case, this means N.A.T.O., led largely by Britain, France, and Italy. Libya is also another country with a few diplomatic fictions in place. We're not supposed to be on anyone's "side" in Libya, even though it is obvious we are aiding the rebel forces. We're not supposed to be explicitly for "regime change" (because the United Nations didn't approve it), even though we are quite obviously in favor of Ghaddafi leaving as soon as possible. And nobody's supposed to be "arming" the rebels, even though as time goes by it becomes obvious that they're getting their ammunition from somewhere (not to mention uniforms, communications equipment, and other "non-lethal" support).
