(A) Registered for the draft as required by federal law

or

(B) A felon in violation of 50 U.S.C. App. 451 et seq. also known as the Military Selective Service Act.

He's factually one or the other, and if forced to make a bet on his current status (operative word there being current), I believe it would be safe to wager that Barron is a chip off the old perp and is currently a felon.
