		<description>Of course that executive order is almost certainly illegal and highly likely to be overturned by the courts once someone of proper standing sues.  Those rules are set by laws passed by congress, not presidential fiat, and so should require congressional action to be changed in the way Trump has announced.  Even under the rationale that the administration is trying to use, they haven&#039;t jumped through all the hoops they were supposed to before changing a rule.</description>
