If half of the ICE agents who patrolled the border for illegal crossings were transferred to rounding up those already living in America, then the recorded number of unlawful crossings would be less, which would not necessarily mean that fewer crossings were occurring. If fewer people are patrolling for illegal crossings, it is reasonable to expect fewer people to be caught illegally crossing. We only know how many are caught crossing the border illegally; we do not know how many successfully cross without being caught.
