Start a national militia. If you own a gun, you must register with the militia. Every two years starting with the month you purchase your first gun you are required to show up for a drill session which would really be an overview of the command structure, where to go if the militia is called up and how the whole thing works. Otherwise it would be shooting contests, gun safety classes and just a chance to interact with everyone else in the broader community that owns a gun.

The requirement to actually do something would get rid of all the causal gun owners who own guns but never use or practice with them (or probably even clean them). It would also get people out of their bubbles and realize that Americans of all races, genders and whatever other filters keep them separated all own guns. And finally, hopefully instill a certain level of seriousness about guns. I personally don't think guns are the problem, but current American gun culture that treats guns like a mixture of talisman of worship and toys...
