		<description>I&#039;m dubious about the viability of non-partisan commissions.  If a big heap o&#039; power in Congress depends on which party a &quot;non-partisan&quot; commission favors, I expect great effort to be devoted to finding a way to skew the commission&#039;s decisions for partisan advantage.

I would rather eliminate districts, and let voters register to vote for whichever of their state&#039;s House seats they choose.  It would put a premium on each party&#039;s ability to organize millions of its supporters, instead of blasting name-recognition ads indiscriminately.</description>

I almost used Ohio as an example (split is 12-4 in Ohio, I believe, tilted to GOP even though state went for Obama twice).  But Ohio doesn&#039;t have the same track record in the past six elections (it has been a swing state, PA has not) so I chose PA instead.

Glad to hear there&#039;s a movement to change things in OH!  More power to them!
