If a big heap o' power in Congress depends on which party a "non-partisan" commission favors, I expect great effort to be devoted to finding a way to skew the commission's decisions for partisan advantage. I would rather eliminate districts, and let voters register to vote for whichever of their state's House seats they choose. It would put a premium on each party's ability to organize millions of its supporters, instead of blasting name-recognition ads indiscriminately.
