I was thinking more of putting them on purely merit-based pay.  Sex crimes in Congress?  Chaplain&#039;s pay gets docked.  Illegal campaign funding?  Less pay.  After all, it&#039;s the only real way of measuring their performance, right?

		<description>To reign in out-of-control chaplain spending, I suggest they be hired on the basis of the lowest bid to formal Congressional specifications.  Speaking of specs, how holy do our chaplains really need to be?  Why shop Apostolic tradition going back two thousand years when cheaper store front will do?

Sermons and prayers should be kept short and to the point, no 5$ words please.  &quot;Good bread, good meat, good God let&#039;s eat.&quot; is my model for getting to the point. Imagery is overrated.

Except in cases of complete spiritual arrest (Code Violet), which obviously requires immediate  hands on attention from a highly trained religious professional (Clear!!!), routine spiritual discomfort can be adequately diagnosed and treated on line (the electronic pew).</description>
