		<description>My reading would be hurt. It looks like it is targeted specifically at point of sale fees the bank charges merchants. If passed, the banks threaten to raise fees in other areas. I would expect it would depend on the bank if they would raise that fee and how much. It&#039;s possible there is more in the bill that would prevent the using an ATM from other bank fees but the article does not mention it. I have heard of legislation to limit that fee but not sure if it&#039;s another bill or this one.</description>
