The treaty itself has not been changed.  The Russians are miffed with the non-binding resolution that accompanies the treaty which states that the US is free to continue development of strategic missile defense systems.  Specifically, the European Missile Shield that is currently in the works..

Maybe it&#039;s just me, but when an adversary tells me, &quot;You don&#039;t need to develop a defense system..  Trust me..&quot;  it gives me pause....

The opinion was ventured earlier today by the Head of the Duma International Affairs Committee Konstantin Kosachev.

The first reading is due later this Friday. The Duma’s largest faction, that of the ruling United Russia party, and also the faction of A Just Russia party have come out in favour of the ratification.

The Communists and Liberal Democrats are opposed to ratifying START due to their concern about the reservations that the US Senators have made to the treaty Preamble, and also due to a likely weakening of Russia’s defence capacity in view of the US plan to deploy its ABM system in Europe.     &lt;/B&gt;

This, if true, is kind of cool.  Here is the first comment I got on this article on HuffPost:

&quot;Dude, Lawrence O&#039;Donnell opened his show with your words tonight. He only said &quot;a blogger for huffington Post&quot; So cool.&quot;

I checked MSNBC&#039;s site, but tonight&#039;s show hasn&#039;t been posted yet.  I&#039;ll post a link here when I get it, but just had to say, Christmas came early to CW.com....
