The measure was suggested by someone as a joke. A web page quickly followed. The joke grew, and to feed it, they started collecting signatures on street corners to get it on the ballot (dressed as Uncle Sam, in some cases). Enough SF folks thought the joke was funny enough to get on the ballot, but I guess not enough of them thought it was actually funny enough to vote for. The people of SF voted AGAINST the renaming, by a big margin (70/30, I think).
