This is a rediculous idea. It can be gamed as badly as the Democratic proportional system. By running up huge vote totals in highly polarized states, you could completely game this system. Sorry, I don't buy into this idea of small states deserving a bigger say. 1 person - 1 vote. Nothing more, nothing less. If you can't do that, then keep it as it is.
