If the bill gets by out of the House, there will be the Reich-wing filibuster in the senate. If it gets out of the Senate, Dubya will veto it and it&#039;ll be a cold day in hell before that veto is ever overridden.</description>

		<description>The problem isn&#039;t that there is no definition; it is that Presidents after WWII decided to play word games with the Constitution.  Once the word games began, the debate began.

The Constitution clearly states that it is up to congress to declare the war and fund it.  The President is then charged with overseeing the war.  If Congress doesn&#039;t want the war to continue, they defund it and it ends.

Since Korea, Congress has abdicated its responsibility.  This doesn&#039;t mean that the Constitution isn&#039;t clear, it means that suddenly, politics trumped common sense and everyone bought it.</description>
